Description
ADMINISTRATIVE INFORMATION: This is a combined synopsis/solicitation for a commercial supply, prepared in accordance with the format in FAR Subpart 12.6, and supplemented with additional information included in this notice. This announcement constit utes the only solicitation. Quotes are requested; however, a written solicitation will not be issued. Solicitation number W911S8-05-T-0035 is applicable and is issued as a request for quotations. The solicitation and incorporated provisions and clauses a re those in effect through Federal Acquisition Circular (FAC) 2001-26, dated, 12/20/2004. The requirement is 100 percent set-aside for small business with a NAICS Code of 561621, and size standard of $10.5. Any award resulting from this request for quota tions will be made to a responsive, responsible quoter using a SF1449 form. Quotes will be evaluated on a best value basis. Evaluation factors include equal product description, past performance and price, and delivery of services with equal product desc ription being significantly more important than past performance and price. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. An addendum to this provision is applicable, in which the term offeror, whenever it ap pears, shall be replaced with the term quoter. Quoters are required to submit completed copies of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Cond itions-Commercial Items, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The following cla uses within 52.211-6, 52.212-4, 52.252-1, 52.252-2, 252.212-7000, 252.212-7001, 52.111-4004, 52.111-4127 are applicable to this acquisition. PRODUCT REQUIREMENT/STATEMENT OF WORK PHYSICAL SECURITY - Bldg 2007 Electronic Access and Control System, Military Police (MP) Operations FORT LEWIS, WASHINGTON 1. General. This project is to purchase and install the following Electronic Access and Control components, to be located at Bldg 2007, MP Operations Center, first floor, North wing, Fort Lewis, Washington, total of 15 doors. Contractor shall provide all labor, connections, equip ment, materials, setup, programming, testing, training and technical publications. Components must be MDI system certified and capable of being integrated into the current Fort Lewis ICIDS SAFENET 6.2 network. Contractor and technicians shall be MDI certif ied and trained to perform any work on the ICIDS II system. MDI is the manufacturer of SAFENET; the commercial name for ICIDS II. Proof of training and certification from MDI must be provided with the proposal. Equipment shall be located and installed as p er building floor plan. New equipment install shall consist of (2) RTU 195, (15) Maglocks and mounting hardware, (11) HID Card Readers, (11) request to exit buttons and mounting hardware, (11) ACT-E and mounting hardware, (3) Power Supplies, associated wir ing and miscellaneous and/or associated hardware. All wiring shall be enclosed in conduit and not exposed to preclude possibility of being tampered with. Perform all work in strict accordance with contract specifications, state and federal construction cod es, environmental regulations, statement of work and identified drawings to: 1) Base Item - Electronic Access and Control components, to be installed at Bldg 2007, MP Operations Center, first floor, North wing, Fort Lewis, Washington. 1.1 General items of work to be accomplished in Base Item, PURCHASE and INSTALL Electronic Access and Control System as per Section 1, General, of the document at Bldg 2007, MP Oper ations Center, first floor, North wing, Fort Lewis, Washington. 1.1.1 Contractor shall provide all labor, connections, equipment, materials, setup, programming, testing, training and technical publications and make ready for use a functioning Access and C ontrol Entry System. Contractor and COR shall complete a walk through site survey prior to starting any equipment installation. Equipment shall be located and installed as per building 2007 floor plan. New equipment install shall consist of (2) RTU 195, (1 5) Maglocks and mounting hardware, (11) HID Card Readers, (11) request to exit buttons and mounting hardware, (11) ACT-E and mounting hardware, (3) Power Supplies, associated wiring and miscellaneous and/or associated hardware. All wiring shall be enclosed in conduit and not exposed as per Electronic Engineering Security Systems Technical Manual, ARMY TM 5-853-4, Chap 9-5.
