Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-05-T-0134. This acquisition is issued as a request for quotation (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. (iv) This acquisition is 100% set-aside for small business concerns. The associated NAICS code is 334419. The small business size standard is 500 employees. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (a) The Government will award up to three (3) contracts resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) The technical capability of the item(s) offered to meet the Government requirement as described above. Offers will be evaluated to determine if the product(s) offered meet or exceed each of the minimum specifications identified above. Each line item will be evaluated separately. Offers shall include sufficient technical documentation regarding the specifications of the offered product(s) for the Government to determine if all the minimum requirements stated above are met or exceeded. Offerors may su bmit a quote for one, two or all three line items. Offers shall specifically identify which contract line item (0001, 0002 or 0003) any product offered is in response to. (ii) Price. The Government intends to award a contract, or contracts, for the lowest-priced items meeting all the stated minimum requirements. Price will be the critical factor in determining which technically acceptable offer will be the awardee. Con versely, for any product offered that does not meet the stated minimum specifications, price is irrelevant. (iii) Past performance. Offers shall include evidence of identical or very similar items having been sold in the past. Technical and past performance, when combined, are significantly more important than price. If an offer includes a product that does not meet each of the stated minimum specifications, that offer will not be further evaluated or considered for award for t hat line item. For each line item; among offers that meet all of the minimum technical requirements; award will be made to that offeror with the lowest proposed fixed price. If an offer does not include a quote for one or two of the line items, it will s till be considered for the line item(s) quoted. If an offer is determined to be not technically acceptable (i.e., not meeting all the stated minimum specifications) for one or two line items, it will still be considered for the line item(s) that were dete rmined to be technically acceptable. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
