- The U.S. Army Armaments Research, Development and Engineering Command (ARDEC) and PM Mortar Systems Office Picatinny, NJ is conducting a Sources Sought Market Survey due 27 June 05. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). This market survey is for information and planning purposes only and is not to be construed as a commitment by ARDEC. Request for Material Solutions to Improve M16 / M19 Mortar Plotting Boards. ARDEC and the PM Mortars are looking for feasible materiel solutions to determine if there are any advances in materials technology that can be applied to the Plotting Boards. The plotting board is an instrument used to compute the deflection, range, and azimuth for indirect firing of mortars. The M16 Plotting Board is used with 81-mm M29 Mortar and the 120-mm M121 Mortar. For Reference the technical manual number is TM 9-1220-243-12&P. The major issues with the current system are: (1) This board is designed with a plastic base grid that is reinforced by an aluminum panel. The edges of the aluminum panel are folded over the edge of the plastic base grid to lock the two sections together. However, both materials are insufficiently rigid to prevent bending with moderate to hard use. The result is separation of the plastic and aluminum panels. (2) Another problem is the durability of the azimuth disk. This disk rotates around a pivot point to provide an azimuth angle. It is inserted into the center of the base grid and it is captured by a retainer. Unfortunately, soldiers in the field need to clean dust and sand from between the base grid and the azimuth disk. When the soldier follows the maintenance instructions for removal of the azimuth disk it tends to crack at the pivot point. (3) Alternatively, if a soldier tries to clean between the azimuth disk and base grid without removing the disk, the disk also tends to crack at the pivot point. The offeror must: (1) Provide a clear, complete, and specific description of their ideas for the application of new materials (plastic, metal, other) for replacement of the current materials in the design of new plotting boards. (2) Interested parties should submit ideas with respect to materials changes only. Redesign of the plotting boards is not requested via this Markey Survey at this time. The proposed new material(s) for the plotting boards should: Facilitate assembly and disassembly of the base grid and the Azimuth disk to permit cleaning in the field without cracking of the rotating disk; or separating of the back panel. Note: Depending on the material, the back panel can (or may) be eliminated to solve the separation issue; Maintain or improve the accuracy of the azimuth and range solutions for all mortar missions; Have little impact on the gunner's operations (e.g., visibility, disk motion, etc); Have no significant reduction in the current performance and stability characteristics of currently fielded plotting boards; Be affordable (desired); Manufacturable in quantities (>100) within 6 months (desired). Please respond with the following information: Technical summary of the proposed solution (include description, manufacturers, references, etc.); Specifications such as weight, durability, temperature stability, etc.; Rough Order of Magnitude Cost Estimate and availability of material to fabricate 100 sets.
