Description
The Bureau of Reclamation intends to award sole source procurement to the University of Texas (Austin, TX) to obtain annual membership/subscription services with the Construction Industry Institute (CII), a non-profit, international research organization. University of Texas directly sponsors CII through its Department of Engineering. The annual membership will entitle Bureau of Reclamation to access all available research data/studies and supplements (on-line) that are not assessable to the general public or non-members. CII is unique in that it is structured to tie industry (multiple disciplines) with researchers from institutes of higher learning. The estimated period of performance will consist of a 12 month base period, and one follow-on, 12 month option period. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government believes that only one responsible source can provide the scope of membership/subscription services that will satisfy agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar requirements must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This is not a request for competitive quotes. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by Fax at (303) 445-6345, Attention: Ann R. Manning, Contract Specialist/Contracting Officer. Responses should include the firm's DUN and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for (NAICS) Code 813920 which is $6 Million. This notice may represent the only official notice of such a solicitation.
