Description

This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The U.S. Fish and Wildlife Service (FWS) intends to issue a Request for Quotes(RFQ) for the services of a contractor to plant 6800 1 gallon sized sea oats, 6800 1 gal size dune panic grass, and 3400 1 gal size railroad vine on a restored beach dune at Merritt Island NWR in Titusville, FL. The exact location and spacing of plants will be designated by refuge staff. NOTE: Individuals employed on this project must complete abackground security check and be badged by NASA. Personsto be badged must by US citizens or properly documented aliens. Badging of Foreign Nationals can take up to 3 weeks to complete. This is a TOTAL SMALL BUSINESS set aside with NAICS code of 115112 and a size standard of less than $6 million. Request for Quotation (RFQ) No. 401815Q115, will be issued on or near June 10, 2005, with a tentative closing date of June 21, 2005. The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. In order to view and download a copy of the solicitation when issued, all prospective offerors must be registered at the Central Contractor Registration (CCR) website http://www.ccr.gov. You must have a valid Dun and Bradstreet (DUNS) number and e-mail address to register. You may obtain this number free of charge at 1(800)333-0505.If you have any CCR registration questions, please call 1-888-227-2423. Once you are registered you will be able to view the solicitation on line at either http://www.fbo.gov or http://ideasec.nbc.gov (the Department of Interior site). For questions about Interior's site, please call the help desk at (703)390-6633. This will be your only means of obtaining the solicitation. All contractors with access to the internet and an e-mail address can receive electronic notifications of award. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of same.
