- The U.S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Corda Technologies Inc, Lindon, UT. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U.S. Department of Interior Franchise Fund on behalf of the Health Resources and Services Administration (HRSA). The Health Resources and Services Administration has a need to procure maintenance of Corda products currently in use as well as additional products to extend the functionality of their data visualization software. All HRSA websites must comply with requirements of Section 508 (www.section508.gov). After assessing available data visualization software, it was decided that Corda Popchart Enterprise and Optimap, as the best available tools to meet this need. This purchase order extends the maintenance agreement on this installation for one year. In addition, HRSA is adding Highwire to the Corda Server bundle; a second Developer bundle; and a third Corda Builder license with maintenance agreements to bring all of the installation onto the same schedule for maintenance in future years. Through the use of market research it has been determined that the equipment required by HRSA is available from only one responsible source and no other type of equipment will satisfy agency requirements. Other manufacturers have been considered, but do not meet compatibility requirements. The use of alternate sources would result in a duplication of effort and cost that would not be recovered through competition. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST June 17, 2005 will be considered by the Government.
