Description
This solicitation is set-aside for 8(a) firms with specialized experience and qualifications required by the project. This project is for Indefinite Delivery Indefinite Quantity Painting at Naval Air Station Jacksonville, Naval Station Mayport, Blount Island Command, Naval Support Activity Orlando, Florida; Navy Submarine Base Kings Bay, GA; and Other Federal Government Facilities within a 100 mile radius of Naval Air Station Jacksonville, FL. The painting work shall require the Contractor to provide all labor, material, equipment, transportation, and supervision to perform major and minor repair work. The work may consist of interior and/or exterior painting of various buildings, structures, facilities equipment, miscellaneous apparatus and components, roadway markings, signage, other infrastructure incidental preparation, repair and/or replacement of interior/exterior surfaces, and interior/exterior repairs. Work may include lead conditions and/or require lead, asbestos, or mold abatement, chemical resistant urethane coating systems for hangars, and sandblasting. The Contractor shall prepare surfaces and paint facilities as directed. The Contracting Officer on a task order basis shall assign the quantities of work. The Government makes no commitment or promise as to the exact number of buildings or quantities of work that may receive paintwork under this contract. The right to vary the number of units or quantities indicated on the Schedule of Indefinite Quantity Work is reserved by the Government. The contract performance period will be for five years, including one base period and option periods not exceeding 12-months per option. The base period may be awarded for less than 12 months. The overall contract performance period shall not exceed 60 months. The NAICS for this procurement is 238320 with a size standard of $12,000,000.00. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offerors the best value to the government. The solicitation will be available on or about 24 June 2005. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. Please be sure to register for the solicitation on ESOL to receive notice of possible future amendments. If a pre-proposal conference and site visit will be held, the date and time will be identified in the solicitation. Proposals will be due on or about 26 July 2005. The solicitation package will give the exact dates.
