- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Navy has a requirement for research, design and development of a free-flowing oxidizer delivery system for explosive applications enabling increased lethality of a broad range of DoD?s direct-fire projectiles. The specially designed oxidizer must be compatible with and conformable to the existing physical, functional and aero-ballistic characteristics and constraints of the M821A1 81mm HE Mortar Cartridge. This requirement will be negotiated on a sole-source basis with Swift Enterprises, LLC, West Lafayette, IN, in accordance with FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements. Swift is the only known source that possesses specialized expertise in the area of oxidizer encapsulation in explosives and propellants. Drawings for the system do not exist as this is a technology developmental effort. A three year, cost type contract is anticipated. See Notes 22 and 26. The solicitation is expected to be posted on or about ! 20 June 2005 on the NSWC Crane website at www.crane.navy.mil/supply/homepage.htm; no hard copies of the solicitation will be mailed.
