Description
The Government intends to procure a Firm Fixed-Price Contract to procure lodging, meals, conference rooms, and other related services in support of Naval Expeditionary Logistics Support Force in the Williamsburg, VA area. This requirement will be procured in accordance with FAR 13.5, Test Program for Certain Commercial Items (Clinger-Cohen). The period of performance for the resultant contract will be from 19 July 2005 through 17 August 2005. The North American Industry Classification System code is 721110, Hotels and Motels. Contract line items are as follows: CLIN 0001, Lodging, 5 single rooms between 19 July and 17 August; CLIN 0002, Lodging, 23 double rooms between 19 July and 17 August; CLIN 0003, Lodging, 4 single rooms between 22 July and 17 August; CLIN 0004, Lodging, 195 double rooms between 22 July and 17 August. The solicitation, which will contain the Statement of Work and the evaluation factors, is expected to be posted to the Federal Business Opportunities website on or around 17 June 2005. The contract resulting from the solicitation will be awarded to the responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government, price and other factors considered. The offerors proposal shall be in the form prescribed by this solicitation and shall contain a response to each of the areas identified. In accordance with the provision at FAR 52.212-2, Evaluation, Commercial Items, each offer will be evaluated on following two factors: demonstration that the hotel meets the requirements set forth in the Statement of Work and price. all requirements is considered to be more important than price. Note that the minimum requirements are that the hotel be rated at 3 stars (using the Mobil Travel Guide Star Rating System), be located within a 7-mile radius of 593 Mayfield St., Williamsburg, VA, have adequate parking facilities, and be able to provide a ballroom and all rooms, meals, and conference rooms. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at http://www.eps.gov as this office no longer issues hard-copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency. Failure to do so may represent grounds for refusing to accept the proposal.
