Description

Description: The Space and Missile Defense Command/Army Forces Strategic Command (SMDC/ARSTRAT) intends to solicit, negotiate and award a single Cost-Plus-Fixed-Fee (CPFF) contract for the provision of program management support for the Big Crow Program Office (BCPO), 3710 Trestle Rd, Kirtland AFB, NM 87117-5000. This 8(a) competitive procurement is a follow-on to the CPFF contract for the BCPO Program Management Support. The current contract (with Miratek Corp.) and all previous contracts for this requirement were a ll sole source 8(a) awards. This is the first competitive acquisition due to the growth of the requirement. SMDC/ARSTRAT anticipates that one award will be made as a result of this solicitation. The BCPO requires technical, analytical, advisory, managem ent, and security support required to meet the BCPO requirements. This includes program control support, management analysis and advisory assistance support, engineering support, technical review and analysis, financial management, air service management, local area network/wide area network (LAN/WAN) administrative support, data review and analysis, graphics design support, logistics management support, and all BCPO security management (i.e., responsible for SCIF, DD 254s, training, etc.) support to meet present and future Research Development Test and Evaluation (RDT&E) requirements. The company must possess a final TOP SECRET Facility Clearance prior to proposal submission and all personnel who will perform the security portion of the requirement must b e cleared for SCI/special access prior to the start date for the resultant contract. The SOW for the current contract is posted to the SMDC/ARSTRAT website at http://www.smdc-armyforces.army.mil/ and the draft SOW for the BCPMS acquisition will be posted after June 17, 2005. A sources sought synopsis was previously published on May 10, 2005 for which responses were due on May 23, 2005. Based on responses received as a result of the sources sought synopsis and other market research, we have determined the five most viable competitors who are invited to propose in accordance with FAR 15.202. All companies that responded to the sources sought synopsis are being sent notifications. The Request for Proposal (RFP) will be posted to the SMDC/ARSTRAT website at http://www.smdc-armyforces.army.mil/ on or about June 30, 2005 and all interested parties are encouraged to regularly monitor the website for all pertinent acquisition information as the SMDC/ARSTRAT website will be the official means for the Big Crow Pro gram Management Support (BCPMS) acquisition information dissemination. The Government currently anticipates a single award to the source that provides the best value by offering the capability best suited to the BCPO RDT&E requirements. The resultant con tract period of performance will be a base year with four option periods starting in November 2005 through October 31, 2010. The anticipated total contract maximum will be approximately $15 million for this award.
