- Notice of intent to award a sole source requirements contract for a base year and two (2) Option years, under FAR Part 12.203 and 13.5 to Cummins Rocky Mountain (CRM) to provide a Cummins 75KW Diesel Electric Unit (DEU) Engine Re-Power Kit (ERPK), for upgrade and renovation of the Allis-Chalmers Model 7000 DEU engines installed in the Intercontinental Ballistic Missile launch facilities at F.E. Warren and Minot Air Force Bases as directed by Civil Engineering Manuals 21-SM80-0555 and 21-SM80-0597. CRM is the only manufacturer of the ERPK approved by the Missile Facility Alteration Panel (MFAP) that meets the government’s requirement within the specified time. The period of performance is for three years based on estimated delivery of eight (8) units per month. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1, the Government will negotiate directly with CRM. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. A determination not to compete this requirement is within the discretion of the Government. This notice is for information purposes only. THIS IS NEITHER A REQUEST FOR PROPOSAL NOR A SOLICITATION FOR OFFERS. No contract will be awarded on the basis of offers received in response to this notice. The North American Industry Classification System (NAICS) code is 333618 with a size standard of 1,000 employees. Interested sources may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future requirements. Response to this special notice is not required.
