Description
The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.501(a), with ION-TOF, USA, Inc. of Chestnut Ridge, NY, for an upgrade to NIST?s existing TOF-SIMS IV mass spectrometer from 010 keV post-acceleration to 20 keV post-acceleration. NIST has owned this instrument since 1998. Recent developments in ion-beam technology have resulted in the production of new primary ion guns. One of the new developments is the Bi cluster source. This ion source will allow NIST to perform better measurements on samples of interest, especially organic and biological samples that are of interest to the pharmaceutical and biomedical industries. The ion source must be a Bi ion cluster source that is 100% compatible with the existing hardware, both physically and electronically. Sole source determination is based on the following: ION-TOF, USA is the only source who can provide the upgrade to the existing instrument. The existing instrument is a commercial item. ION-TOF, USA developed the instrument and has proprietary rights to all hardware and software technology. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by June 28, 2005, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
