- The National Institute of Environmental Health Sciences (NIEHS) intends to award a sole source purchase order to Beckman Coulter, Fullerton, CA 92834, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for a Beckman Coulter Multisizer 3. The program requires a particle and cell counter and sizing analyzer to perform cell counts and cell nuclei in a simple, rapid, sensitive, and accurate manner (with no requirement for stains and dyes). System provides cell number, volume, and surface area size distributions in one measurement. It has a digital pulse processor allowing manipulation of raw data for extended analysis. It is sensitive enough to count low number of cells as required. It has a mercury-free metering system and an auto unblock of the aperture. The complete system that is being ordered is one (1) each of the following items: 1) 6605697 Multisizer 3; 2) 8321317 PCB, Ethernet interface; 3) 177495 Aperture concentrate control; 4) 6601329 Standard, CC mixed kit; 5) 8309965 Monitor, flat-screen; 6) 8321266 Assembly, pentium PC; 7) NPNALS One (1) year extended warranty, and includes installation and training. Any firm believing itself capable of providing these services may respond by submitting a written narrative statement of capability within 15 days of date of notice to Dee Lunney at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Beckman Coulter. The NAICS Code/Size is 334516/500emp. This procurement is to be processed using Simplified Acquisition Procedures and is not expected to exceed the Simplified Acquisition threshold of $100,000.
