Description
THIS IS A MODIFICATION TO THE NOTICE POSTED TO FEDERAL BUSINESS OPPORTUNITIES (FBO) ON JUNE 3, 2005. BY ISSUE OF THIS MODIFICATION, THIS PROCUREMENT IS ADVERTISED ON AN UNRESTRICTED BASIS (FULL AND OPEN COMPETITION). This project will consist of rehabilitation, restoration, and resurfacing on 27.587 kilometers of roadway on CA PRA DEVA 10(2), Daylight Pass/Mud Canyon, in Death Valley National Park, Inyo County, State of California. Estimated price range is between $5,000,000 and $7,000,000. This project contains 2 schedules. Principal work items on the largest schedule include: 25.393 km centerline re-establishment; lump sum contractor testing; 3,185 m3 roadway excavation; 49.438 km shouldering and minor embankment; 235 m3 gabions, galvanized or aluminized coated; 591 m2 revet mattress, galvanized or aluminized coated; 197,900 m2 road reconditioning, pulverize 150 mm depth; 2,760 metric tons minor crushed aggregate; 34,360 metric tons hot asphalt concrete pavement class B, grading C or E, type 2 pavement smoothness; 2,060 metric tons asphalt cement grade PBA-7; 345 metric tons antistrip additive type 3; lump sum materials transfer vehicle; 355 metric tons emulsified asphalt grade PMCRS-2H or PMRS-2H; 2,765 m2 single course asphalt surface treatment grading D; 195 metric tons fog seal grade CSS-1 or CSS-1h, SS-1 or SS-1h; 180 metric tons tack coat grade CSS-1, CSS-1H, SS-1, SS-1h; 335 m2 fiber reinforced colored Portland cement concrete sidewalk; 6,638 L pavement markings type B; 3,200 hours flagger; 1,600 hours pilot car; 53.000 km temporary pavement markings along with associated surveying, staking, pipe culvert, and fencing. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
