Description
NASA/JSC has a requirement for the manufacture, design, testing, and delivery of 4 Vent Severance Assemblies (VSA). The Vent Severance Assembly (VSA) is a part of the Orbiter Side Hatch Crew Escape System. The Vent Severance Assembly is used to cut the access plate in the crew module of the orbiter forward bulkhead for controlled depressurization of the module prior to initiation of the crew escape system. The Vent Severance Assembly would be used in the event of a controlled gliding flight requiring crew emergency escape through the Orbiter Side Hatch. NASA/JSC intends to purchase the items from Universal Propulsion Company, Inc, (UPCO), Aircraft Interior Products (AIP), California Operation, a wholly owned subsidiary of the BF Goodrich Company. Only one responsible source is approved by the program office for supply of the Vent Severance Assemblies (VSA) for the shuttle. The Vent Severance Assemblies are highly specialized equipment and critical to the crew escape system. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on July 28, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
