Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote. *** ***The National Institute of Standards and Technology (NIST) has a requirement for three (3) each, Vehicle-based Laser RADAR Systems to be used in the Intelligent Systems Division at NIST in Gaithersburg, Maryland. *** ***All interested offerors shall provide a quote for the following line items: Line Item 0001: The Contractor shall furnish three (3) each, Vehicle-based Laser RADAR Systems. ***BACKGROUND*** NIST is conducting research in autonomous outdoor navigation and in performance evaluation of intelligent vehicles and automotive safety systems. This research requires a Laser RADAR (LADAR) system that can locate the road surface and can detect and track the position of objects surrounding the vehicle. ***STATEMENT OF WORK*** The LADAR system shall detect objects (e.g., a stopped vehicle) out to 80 meters in front of the vehicle and objects to the side of the vehicle while turning or during a lane change. The LADAR system shall detect the road surface (asphalt) out to 30 m in front. The detection of objects and the road surface shall occur at a minimum scan rate of 10 Hz. Multiple scan lines at different heights are required to detect the road surface and objects when the vehicle is pitching. This increase in vertical FOV may be accomplished by using multiple emitter/detectors and/or scanning mirrors. Multiple LADAR heads may be used to achieve the necessary horizontal FOV (front and sides of vehicle), but the readings shall be fused into a single scan surrounding the vehicle. The system shall produce intensity readings as well as range reading for each LADAR sample. A color vision system calibrated with the LADAR system shall be provided in order to visualize 3-D LADAR measurements. The system shall be able to digitize and store the video for post-processing. In post processing, the LADAR measurements shall be overlaid automatically and accurately on the video for visualization purposes. Software shall be included to process the LADAR measurements to determine the position, velocity and orientation of objects surrounding the vehicle. Software for identification of objects (e.g., automobile, truck, pedestrian) is desirable. This object detection and tracking software shall run in real-time and off-line with pre-recorded data. A Windows OS library interface shall be provided so that researchers can access LADAR and object data in real-time and off-line. The system shall include a consumer-trade GPS receiver and shall stamp GPS time and position of the vehicle for each LADAR scan. The system shall provide software to communicate with the GPS receiver using NMEA messages over a serial port so a higher-grade GPS may be connected. The software shall plot vehicle position upon maps using Microsoft MapPoint. It is desirable that the system be able to interpolate the position and time of a LADAR scan in between GPS updates. The LADAR system shall have an external synchronization mechanism (digital I/O) that allows the scan to be synchronized with an input pulse and, when internally synchronized, provides an output pulse for each scan. The LADAR system shall employ eye-safe lasers, be ruggedized, fully enclosed (weather proof) and capable of operating day or night on vehicles traveling on public highways at speeds up to 110 KPH (70 MPH) and on dirt roads at speeds up to 50 KPH (30 MPH). ***TECHNICAL CAPABILITY*** The LADAR system shall meet or exceed the following specifications: 1. Maximum Range a. Surface with 80 percent reflectivity: at least 80 m. b. Surface with 10 percent reflectivity: at least 30 m. 2. FOV and angular resolution a. Horizontal: at least 240 degrees at 1 degree increments b. Vertical: at least 3 degrees (in forward direction) at 1 degree increments 3. Uncertainty (standard deviation of distance to target (with 80 percent reflectivity) at 80 m in sunlight): plus/minus 5 cm 4. Ten Hz update rate for complete FOV. 5. Computer system capable of reading, fusing and storing LADAR and video data. 6. Color vision system cable of capturing images corresponding to LADAR measurements. 7. Each LADAR scan is stamped with GPS time and position and the location of vehicle is plotted on a map. 8. LADAR accepts and generates synchronization pulses. 9. Software to read LADAR data, calibrate data, perform object detection and tracking, and overlay 3D measurements on to video. 10. Software accessible via C library calls (e.g., DLL). 11. All cables and power supplies required for installation on 12 volt DC American automobile. 12. Ruggedized mounting and weatherproof enclosure for on-road and off-road driving. 13. Eye-safe laser. 14. Company shall install LADAR, camera and computers on vehicle, perform calibration and ensure LADAR measurements and vision system is operational as specified. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor?s commercial schedule. *** ***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Award will be made to the Offeror whose quote offers the lowest price, technically acceptable quote. *** ***The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. ***Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. SECURITY REQUIREMENTS Because of heightened security, FED-EX, UPS or similar delivery methods are the preferred method of delivery of proposals. If proposals are hand delivered, delivery must be made through Gate A, and a 48 hour (excluding weekends and holidays) prior notice must be made to the Contracts Office at 301-975-4959. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. NIST IS NOT RESPONSIBLE FOR LATE DELIVERY DUE TO THE ADDED SECURITY MEASURES. In addition, offerors who do not provide a 48-hour notification in order to coordinate entrance to the NIST campus assume the risk of not being able to deliver offers on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, building, room number, etc.) If 48 hour notification was not provided, it is suggested that your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor?s center and complete delivery. ****Submission must be received by 3:00:00 p.m. local time on June 28, 2005. FAXED AND EMAILED QUOTATIONS SHALL NOT BE ACCEPTED.
