ACQUISITION PROCEDURES DATE: JUNE 14, 2005 REQUISITION NO: 05R000126 INTENDED SOURCE: AUTOMATION TECHNOLOGIES, INC. PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH TWO AND A HALF MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, AGENCY FOR HEALTHCARE RESEARCH AND QUALITY, THROUGH THE PROGRAM SUPPORT CENTER, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO AUTOMATION TECHNOLOGIES, INC. CLOSING DATE IS JUNE 28, 2005. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO: AHRQ IS IN THE PROCESS OF CHANGING ITS ORGANIZATION TO MANAGE ITS INVESTMENT STRATEGY THROUGH PORTFOLIO MANAGEMENT, TO BETTER COORDINATE ACROSS CENTERS. PORTFOLIO MANAGEMENT HAS PROCESS, CULTURAL, AND INFORMATION TECHNOLOGY (IT) RAMIFICATIONS. THE KINDS OF QUESTIONS THAT BEGIN TO BE ASKED REQUIRE THE INTEGRATION OF INFORMATION (KNOWLEDGE) ACROSS CENTERS, GRANTS, CONTRACTS, USERS, AND STRATEGIC GOALS. THIS MEANS THE (IT) ARCHITECTURE WILL NEED TO ADAPT TO THE NEW INFORMATION DEMANDS PUT UPON IT. THE WAY INFORMATION IS VIEWED AND TREATED CULTURALLY IS ALSO AFFECTED. PORTFOLIO MANAGEMENT REQUIRES A COLLABORATIVE APPROACH, WHERE SHARING OF INFORMATION (KNOWLEDGE) RATHER THAN HOARDING INFORMATION IS REWARDED. ONE OF THE MOST DIFFICULT PROBLEMS A GOVERNMENT AGENCY HAS IN MANAGING ITS INVESTMENTS IS RELATING THE EXPENDITURES TO THEIR IMPACT - ANSWERING THE "PORTER QUESTION." THE AGENCY NEEDS TO BE ABLE TO ANSWER QUESTIONS ABOUT WHAT IT HAS DONE, WHAT IT IS DOING, WHY, AND WHAT THE IMPACT HAS BEEN OR WILL BE. ALTHOUGH IT MAY NOT BE POSSIBLE TO CREATE EXACT RELATIONSHIPS TO ANSWER THE PORTER QUESTION, IT SHOULD BE POSSIBLE TO EXPLOIT THE SAME INFORMATION STRUCTURES NEEDED TO ANSWER MOST OTHER PORTFOLIO MANAGEMENT QUESTIONS TO HELP. ONE SHOULD BE ABLE TO CREATE A CONCEPTUAL STRUCTURE THAT WILL SUPPORT AT LEAST INDIRECT IMPACT ESTIMATES, AND HELP IN RATIONALIZING AND DEFENDING INVESTMENT REQUESTS. TO ASSIST AHRQ MANAGEMENT IN ADAPTING ITS PROCESSES, (IT) INFRASTRUCTURE, AND CULTURE TO PORTFOLIO MANAGEMENT, THE PROGRAM REQUIRES THE FOLLOWING TASKS. 1) ADAPT THE REQUIRED CAPITAL PLANNING AND INVESTMENT CONTROL (CPIC) PROCESS TO AHRQ'S SPECIFIC CONTEXT. AHRQ NEEDS TO INSTITUTE A REPEATABLE CPIC PROCESS THAT ALL AHRQ STAKEHOLDERS UNDERSTAND AND FOLLOW. MORE IMPORTANTLY, AHRQ NEEDS A PORTFOLIO MANAGEMENT APPROACH THAT CAN BE EMPLOYED FOR RESEARCH INVESTMENT AS WELL AS (IT) EXPENDITURES . THE PROGRAM BELIEVES THE CPIC PROCESS CAN SUPPORT THIS. THIS APPROACH SHOULD EVENTUALLY BE TEMPLATED AND AUTOMATED (CONSISTENT WITH PROSIGHT TECHNOLOGY USED AT HHS) IN SUCH A WAY THAT AHRQ MANAGEMENT CAN QUICKLY UNDERSTAND AND ASSESS THE PROPOSED INVESTMENT AND COMPARE IT TO OVERALL AGENCY GOALS AND DIRECTION. AHRQ'S CPIC PROCESS SHOULD: -PROVIDE CLEARLY DEFINED JOB ROLES -PROVIDE A CLEARLY DEFINED WORKFLOW PATH, INCLUDING DIFFERENCES IN EVALUATION FOR RESEARCH VERSUS CAPITAL INVESTMENTS -AS FAR AS POSSIBLE, DEVISE A CONCEPTUAL STRUCTURE THAT RATIONALIZES THE BUDGET TO RELATE EXPENDITURE TO IMPACT 2) DEVELOP AN INFORMATION (KNOWLEDGE) ARCHITECTURE THAT TAKES INTO ACCOUNT AHRQ'S EXISTING AND PLANNED IT INFRASTRUCTURE, AND PROVIDES MECHANISMS FOR ANSWERING AGENCY KNOWLEDGE-BASED QUESTIONS FROM BOTH RESEARCHERS AND MANAGEMENT. THE PURPOSE OF THIS ARCHITECTURE IS TO GUIDE THE INVESTMENTS IN IT SO THAT ARHQ WILL EVENTUALLY CREATE AUTOMATED SYSTEMS THAT ANSWER QUESTIONS AND SUPPORT THE BUDGETING PROCESS IN A NATURAL WAY. ADDITIONALLY, THIS INFORMATION ARCHITECTURE SHOULD: -LINK DIRECTLY WITH THE PORTFOLIO MANAGEMENT PROCESS ABOVE, SO THAT INFORMATION REQUIRED FOR PART ASSESSMENTS CAN BE PROVIDED. -DESCRIBE WHAT ADDITIONAL INFORMATION FROM WHAT SOURCES WILL NEED TO BE COLLECTED TO SUPPORT ANSWERING QUESTIONS -PROVIDE A LIST OF RECOMMENDED ORGANIZATIONAL CHANGES TO ENCOURAGE AN INFORMATION SHARING CULTURE -PROVIDE RECOMMENDATIONS FOR LEVERAGING SOCIAL AND ORGANIZATIONAL KNOWLEDGE MANAGEMENT PRACTICES TO SUPPORT CPIC AS WELL AS AND THE EVERYDAY PROCESSES OF AHRQ 3) DEVELOP A TRANSITION PLAN FOR MOVING ARHQ FROM THE CURRENT INFORMATION (KNOWLEDGE) FRAGMENTATION AND HOARDING ENVIRONMENT TO AN INTEGRATED, INFORMATION (KNOWLEDGE) SHARING ENVIRONMENT. THIS TRANSITION PLAN SHOULD INCLUDE: -A SEQUENCE OF KEY STEPS IN THE PROCESS -ANTICIPATED RISKS ASSOCIATED WITH EACH STEP, ALONG WITH POTENTIAL MITIGATION STRATEGIES DELIVERABLES PORTFOLIO MANAGEMENT IMPLEMENTATION RECOMMENDATIONS: A REPORT RECOMMENDING HOW THE OMB'S CPIC PROCESS COULD BE IMPLEMENTED TO STANDARDIZE, STREAMLINE, AND SUPPORT THE SELECTION, CONTROL, AND EVALUATION OF AHRQ'S BUDGETING DECISIONS. ARCHITECTURE AND PLANNING RECOMMENDATIONS: A REPORT DESCRIBING THE RECOMMENDED ARCHITECTURE TO: -SUPPORT THE CPIC PROCESS, -CREATE AN INFORMATION AND KNOWLEDGE MANAGEMENT INFRASTRUCTURE THAT WILL SUPPORT ANSWERING QUESTIONS ABOUT WHAT THE AGENCY IS DOING, WHY, AND INSOFAR AS POSSIBLE, WHAT THE IMPACT OF ITS INVESTMENTS IS. -MAKE RECOMMENDATIONS AS TO HOW THE AGENCY CAN ADAPT ITS KNOWLEDGE CULTURE TO BETTER SUPPORT THE COLLABORATION AND KNOWLEDGE SHARING THAT PORTFOLIO MANAGEMENT REQUIRES. SESSIONS WITH EMM AND PORTFOLIO LEADS MANAGEMENT BRIEFING: A BRIEFING SUMMARIZING THE RECOMMENDATIONS AND THEIR RATIONALE WILL BE DELIVERED. SOLE SOURCE DETERMINATION IS BASED UPON THE FOLLOWING: THE CONTRACTOR IS UNIQUELY QUALIFIED TO PROVIDE AHRQ THE CAPABILITIES SPELLED OUT IN THIS SOW. TO ADEQUATELY PERFORM THIS TASK, THE RECIPIENT MUST POSSESS DETAILED KNOWLEDGE OF THE GOVERNMENT CAPITAL PLANNING AND INVESTMENT CONTROL PROCESS. FOR AHRQ, THIS PROCESS REQUIRES EXPERIENCE IN REQUIREMENTS RELATED TO OMB EXHIBIT 300S AND EXHIBIT 53S. THEY MUST ALSO POSSESS DETAILED KNOWLEDGE OF PORTFOLIO MANAGEMENT, AN UNDERSTANDING OF THE FEDERAL ENTERPRISE ARCHITECTURE'S PERFORMANCE REFERENCE MODEL (PRM), AND AN UNDERSTANDING OF HOW THESE CAN BE APPLIED TO THE UNIQUE KNOWLEDGE AND RESEARCH REQUIREMENTS THAT AHRQ MANAGES. THE CONTRACTOR HAS EXPERIENCE IN ALL KEY AREAS NECESSARY TO PERFORM THIS TASK. THIS IS CRITICAL DUE TO THE SHORT TURNAROUND TIME FOR DEVELOPING THE WORK (10 WEEKS) AND THE ABSENCE OF TIME TO TRAIN INDIVIDUALS IN ALL ASPECTS OF THE REQUIRED DELIVERABLES. IN PREVIOUS ENTERPRISE ENGINEERING TASKS PERSONNEL DEVELOPED AN INNOVATIVE METHOD TO RELATE IT EXPENDITURES TO AGENCY BUSINESS VALUE SO THE AGENCY'S PORTFOLIO OF IT INVESTMENTS COULD BE PROPERLY RANKED. THE CONTRACTOR IS UNIQUELY QUALIFIED TO ADAPT AND EXTEND THAT METHOD TO APPLY TO AHRQ'S PORTFOLIO OF RESEARCH EXPENDITURES AS WELL AS TO IT EXPENDITURES. THIS ANALYTICAL STRUCTURE WILL BE THE BASIS FOR DEVELOPING A KNOWLEDGE BASED INFORMATION SYSTEM FOR PORTFOLIO MANAGEMENT THAT WILL ANSWER AHRQ'S QUESTIONS ABOUT ITS EXPENDITURES AND THEIR IMPACTS. ADDITIONALLY, IN PERFORMING THEIR ANALYSIS, THE CONTRACTOR SHALL PROVIDE AHRQ A LIST OF RECOMMENDED ORGANIZATIONAL CHANGES TO ENCOURAGE AN INFORMATION SHARING CULTURE, AND RECOMMENDATIONS FOR LEVERAGING SOCIAL AND ORGANIZATIONAL KNOWLEDGE MANAGEMENT PRACTICES TO SUPPORT CPIC AS WELL AS AND THE EVERYDAY PROCESSES OF AHRQ. OTHER ONGOING WORK IN AHRQ DEPENDS ON THIS PROCESS BEING PUT IN PLACE AS SOON AS POSSIBLE. IF AHRQ WERE UNABLE TO USE THIS CONTRACTOR, AHRQ COULD POTENTIALLY MISS THE WINDOW OF OPPORTUNITY FOR MAKING PORTFOLIO MANAGEMENT A REALITY. THE CONTRACTOR NEEDS LITTLE OR NO BACKGROUND EDUCATION INTO AHRQ'S OPERATIONAL APPROACH TO BE READY TO GO, AND CAN MEET AHRQ'S NEEDS IN THE TIME REQUIRED. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
