Description
This is a Pre-Solicitation notice for a full and open competition. The Federal Highway Administration (FHWA) has a requirement for material testing services in support of the Long Term Pavement Performance (LTPP) program. Under this planned contract, the contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to test material samples collected from Specific Pavement Studies (SPS) test sections scattered about the United States and Canada, and to provide the test results to FHWA. The scope of this contract includes receipt of material samples, storage of material samples, preparation of samples for testing, testing of samples, Quality Control (QC) of operations, QC of data in accordance with LTPP directives, and tracking of samples and test results using the FHWA-provided tracking system. FHWA anticipates that the resulting contract will be an indefinite-delivery-indefinite-quantity contract with fixed price orders. The estimated period of performance includes a one-year base period, plus four one-year option periods, for a total possible period of performance of five years. The NAICS code for this RFP is 541380, Testing Laboratory. (Note: On March 1, 2005, FHWA issued a Sources Sought notice and a Draft Statement of Work (SOW) for this project. That notice and draft SOW are available at www.FedBizOpps.gov under the Reference Number "LTPP05 Material Testing." The draft SOW includes a list of planned material tests.) The FHWA anticipates issuing the solicitation, using full and open competition, on or about July 5, 2005. Estimated proposal due date is on or about August 2, 2005. The FHWA anticipates making one award as a result of this solicitation. FHWA is conducting this source selection under the procedures of FAR Part 12, Acquisition of Commercial Items. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments. FHWA encourages potential offerors and subcontractors to register at the FedBizOpps.gov website on the Interested Vendor List (IVL) for this RFP.
