Responses to questions received from interested participants and our responses follow (responses are in bold itallics following the questions): 1. Can you provide an estimate of POVs processed during non-surge periods? We estimate 50 to 75 POVs will be processed monthly during the non-surge periods. This includes both in and out processing. 2. PWS appears to state that there is only one (1) shuttle bus for drop-off service. Am I correct in assuming that there is only one (1) shuttle bus for this effort? If not, how many busses will be provided by the Government? One 44 passenger bus wil l be provided initially; however, if more buses are required, the Government will provide additional buses. 3. Reference PWS Paragraphs C.5.1, C.5.1.2, and C.5.3.2. There appears to be a conflict between these paragraphs. The first two references infer that battery cable disconnection has to be performed in the presence of the vehicle owner or the authorized a gent. However, C.5.3.2 states that this action is performed 'When the vehicle is stored in a permanent location after all handling-in documentation is completed...' Requiring this action in the presence of the vehicle owner or authorized agent will grea tly increase the staffing required during Surge Periods. Recommend the contractor be given some reasonable discretion in when battery disconnect is performed. Please clarify. Batteries will be disconnected when POVs are placed in the parking area. Bat teries do not have to be disconnected in the presence of owners. 4. Reference: Wage Determination (WD). The enclosed WD has a Health and Welfare rate of $2.59; however, I am in possession of a U.S. Department of Labor (DOL) memorandum dated May 20 2005 stating: IAW the requirements of Section4.52 of Regulations, 29 C FR Part 4, the prevailing health and welfare fringe benefits issued under the McNamara OHara Service Contract Act (SCA) will be increased on June 1, 2005. As prescribed by the regulations the new benefit rate is derived from the latest Bureau of Labor Sta tistics Employment Cost Index (ECI) summary of Employer Cost for Employee Compensation. Effective June 1, 2005, the new SCA health and welfare benefit will be $2.87 per hour. Please advise as to which H & W rate to use for this proposal. Health and Welfa re rate of $2.87 per hour will be required in accordance with the May 20, 2005, U.S. Department of Labor Memorandum Number 198 to All Contracting Agencies of the Federal Government and the District of Columbia, Subject: Service Contract Act Health and Wel fare Fringe Benefit Changes. 5. Can you please advise what the servicemembers entitlement is as far as number of POVs they each may store? The answer to this question has no affect on the price or the requirement during the solicitation stage. This information will be provided to the successful contractor after award.
