Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Proposal Number: A9560050009. This is a Request for Proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisistion Circular 2005-04. This is a Total Small Business Set-Aside. NAICS code: 541511, annual sales less than $21 million. There are five fixed price line items,one for each year of a base year and four options. Please price for each year in accordance with the statement of work. The provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this solicitation. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: ___A. Factor A - Technical Approach 1. Understanding of the work, including creativity and thoroughness shown in understanding the objectives of the SOW, specific tasks, and planned execution of the project and the interagency Wildland Fire Lessons Learned Center, Knowledge Management System. 2. Discussion of specific methods and techniques for completing each discrete task. 3. Anticipation of potential problem areas, and creativity and feasibility of solutions to problems. 4. Discussion of logistics, schedule, and any other issues the Government should be aware of. 5. Quality of the Project Management Plan and allocation of personnel and resources. B. Factor B - Past Performance 1. The organization's past history of successful completion of projects; history of producing high-quality products and other deliverables; history of staying on schedule and within budget. 2. The quality of cooperation among key participating individuals within your organization, and quality of cooperation and performance between you organization and its clients. 3. The organization's specific past performance on similar efforts specified within this SOW. C. Factor C - Personnel Qualifications 1. The currency, quality and depth of experience of individual personnel working on similar projects. Similar projects are meant to convey similarity in topic, workload, duration, complexity, and dollar value. 2. Quality and depth of education and experience on other projects which may not be similar enough to include in response to C1 above but may be relevant. 3. The currency, quality and depth of how the Project Director will supervise and coordinate the workforce. D. Factor D - Organizational Experience 1. The degree of comparability of past projects to the current project, including number of projects, complexity, workload, and dollar amount. Supporting subcontractors, consultants and partners will be considered. Appropriate mix and balance of education and training of team members. E. Factor E - PRICE 1. Dollar amount and breakdown of quote submitted. (ALL OTHER FACTORS COMBINED ARE MORE IMPORTANT THAN PRICE.) PRICE) Factors A, B, C, AND D are approximately equal to each other. Sub-factors listed under each factor are of approximately equal importance. Factors A through D, when combined, are MORE IMPORTANT THAN PRICE. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Five Year Statement of Work Contents Project phase Timeline Phase 1: Initial Pilot Project Completed Phase 2: Expand to Multiple Communities FY2005 (Base Year) Phase 3 Part A Additional CoPs FY2006 (Option 1) Part B Additional CoPs FY2007 (Option 2) Part C Additional CoPs FY2008 (Option 3) Part D Additional CoPs FY2009 (Option 4) The system that is created needs to provide the Wildland Fire Lessons Learned Center with the capacity to update current content and create new capabilities i.e. creating new video venues, dynamic database presentation of specific content and maintaining groupings of content, and the advanced search and retrieval of content. Phase 1: Initial Pilot Project The MyFireCommunity on line prototype project with contractor Benchmark Research and Safety concluded on Oct. 31, 2004. The project can be found at: http://www.myfirecommunity.net Phase 2: FY 2005 2.1 Implement Architecture for Multiple Communities of Practice (CoP), Regions, and Neighborhoods. Summary Expand MyFireCommunity to include content for wildland fire fuels (prescribed fire/fire use/wildland urban interface) CoP in multiple regions in the U.S. This should include the ability for subgroups within the Fuels CoP to share content privately within their group. Expanding the content will also require upgrading the search engine to handle more documents, and adding Advanced Search capability. Tasks: 2.1.1 Develop database structure and user interface to support multiple CoPs and private (or semiprivate) neighborhoods. Refine search functionality to handle private neighborhoods appropriately. 2.1.2 Incorporate regional identifiers for new submissions to the knowledge management system. Develop the user interface to view information by region. Solicit regional tips and region-specific knowledge activists in the Great Basin and Southern regions ("Fire in My Region"). 2.1.3 Upgrade the Search engine capacity to 10K documents. 2.2. Implement a Suppression CoP for Type I and 2 Incident Management Teams (IMT), and Create Tools for IMTs and Fire Use Management Teams (FUMT). Summary Expand MyFireCommunity to support Incident Management Teams (Type I, Type 2 and FUMT). Investigate the requirements for building learning and knowledge sharing tools required to add value to the IMTs, and integrate these into MyFireCommunity. Activate a Suppression CoP selection for the Type I and 2 IMTs. Tasks 2.2.1 Target 16 Type 1 IMTs, 26 Type 2s, and 6 FUMTs: identify and interview SMEs, identify knowledge activists, and sign up 2-3 pilot IMTs. 2.2.2 Develop database structure, category topics, and user interface changes as required to support the requirements discovered in the previous step (e.g., server storage, templates, potentially site hosting during fire season.) 2.2.3 Develop a marketing tool kit that addresses the unique features of Incident Management Teams, and conduct marketing activities to target this audience (e.g., go to fire camps or meetings). 2.3. Develop MyFireScience library and knowledge products. Summary Investigate the requirements for supporting technology transfer between the fire research community and the applications needed by fire management practitioners. Expand MyFireCommunity to include research content that practitioners find useful. Tasks 2.3.1 Develop a MyFireScience library. 2.3.1.1. Provide a method for soliciting document reviews and allowing end-user review of all document types (not just Sparks). 2.3.1.2. Improve Search functionality to allow advanced searches by authors, citations, and more. 2.3.1.3. Solicit research articles, most likely from Joint Fire Science Program (JFSP) and National Fire Plan (NFP) sources. 2.3.2 Hire a Fire Science Editor/Analyst to create useful knowledge transfer vehicles for practitioners. Develop one to four on line distance learning tools to update practitioner existing skills and transfer new knowledge. 2.4 Implement the Communications & Evaluation Strategy. Summary Implement the MyFireCommunity plan developed in FY04 for communicating the site and increasing participation. This includes seeking agency champions, developing more site content and keeping it current, and developing promotional materials to be used throughout the year. Tasks 2.4.1 Identify and hire an expert to develop content and help promote MFC 2.4.2 Identify 5-6 champions from the Fire community and provide them with a communications toolkit 2.4.3 Create other strategic partnerships, e.g., journals, web references 2.4.4 Build the list of members using push/pull tactics and existing lists (e.g., Scratchline) 2.4.5 Promote the MFC through attendance at 4-5 meetings throughout the year in both the Great Basin and Southern regions 2.5 Enhance Integration of Existing wildfirelessons.net and myfirecommunity.net Web pages. Summary Host and maintain both wildfirelessons.net and myfirecommunity.net. Develop technology for wildfirelessons.net to reduce the management burden when new content is added. Tasks: 2.5.1 Revise more of wildfirelessons.net to be dynamically generated from the KMS database, but with portions of each page to be edited by the LLC staff. 2.5.2 Provide hosting and 7 hrs/week of regular maintenance on both LLC sites. 2.5.3 Move LLC web sites to a dedicated server. Phase 3: Beyond 2005 The tasks for each year fall into four major categories: - Expanding MyFireCommunity to new Communities of Practice - Continuing Science Analyst/Managing Editor position - Continuing marketing activities and expert/spokesperson position - Website hosting and program support Part A FY 2006 Summary Incorporate two new CoPs into MyFireCommunity: Agency Administrators and Fire Ecologists/Researchers. This includes identifying any special requirements and developing the technology to support those requirements in MyFireCommunity.net. Continue to provide current, relevant content in MyFireCommunity. Conduct marketing activities to improve participation among the existing CoPs. Continue to host and maintain both LLC web domains (wildfirelessons.net and myfirecommunity.net). Tasks 1. Develop the "people network" necessary to involve Agency Administrators and Fire Ecologists/Researchers in MFC. - Interview 20 subject matter experts (SME) from each CoP and identify 10 Knowledge Activists to provide content or feedback, or promote the concept among the CoP. - Develop new technology and any new content categories that must be added to the system - Attend meetings/conferences to collect directory entries and other content 2. Continue to fund the marketing activities, including the expert/spokesperson. 3. Continue to fund the Fire Science Analyst/Managing Editor position. Develop one to four on line distance learning tools to update practitioner existing skills and transfer new knowledge. 4. Continue to host both sites and provide program support at 10 hrs per week. Part B FY 2007 Summary Incorporate two more CoPs into MyFireCommunity: Aviation, and the general Suppression community beyond the Type 1 and 2 IMTs. This includes identifying any special requirements and developing the technology to support those requirements in MyFireCommunity.net. Continue to provide current, relevant content in MyFireCommunity. Conduct marketing activities to improve participation among the existing CoPs. Continue to host and maintain both LLC web domains (wildfirelessons.net and myfirecommunity.net). Tasks: 1. Develop the "people network" necessary to involve Suppression and Aviation community in MFC. - Interview SMEs (20 from Aviation, 30 from Suppression) and identify 10 Knowledge Activists to provide content or feedback, or promote the cause among the CoP. - Develop new technology and any new content categories that must be added to the system. - Attend meetings to collect directory entries and other content. 2. Continue to fund the marketing activities, including the expert/spokesperson. 3. Continue to fund the Fire Science Analyst/Managing Editor position. Develop one to four on line distance learning tools to update practitioner existing skills and transfer new knowledge. 4. Continue to host both sites and provide program support at 10 hrs per week. Part C FY 2008 Summary Incorporate the Prevention CoP into MyFireCommunity. This includes identifying any special requirements and developing the technology to support those requirements in MyFireCommunity.net. Continue to provide current, relevant content in MyFireCommunity. Conduct marketing activities to improve participation among the existing CoPs. Continue to host and maintain both LLC web domains (wildfirelessons.net and myfirecommunity.net). Tasks: 1. Develop the "people network" necessary to involve Prevention CoP in MFC. - Interview 20 SMEs and identify 5 Knowledge Activists to provide content or feedback, or promote the cause among the CoP. - Develop new technology and any new content categories that must be added to the system. - Attend meetings/conferences to collect directory entries and other content. 2. Continue to fund the marketing activities, including the expert/spokesperson. 3. Continue to fund the Fire Science Analyst/Managing Editor position. Develop one to four on line distance learning tools to update practitioner existing skills and transfer new knowledge. 4. Continue to host both sites and provide program support at 10 hrs per week. Part D FY 2009 Summary Incorporate the Program Management CoP into MyFireCommunity. This includes identifying any special requirements and developing the technology to support those requirements in MyFireCommunity.net. Continue to provide current, relevant content in MyFireCommunity. Conduct marketing activities to improve participation among the existing CoPs. Continue to host and maintain both LLC web domains (wildfirelessons.net and myfirecommunity.net). Tasks: 1.
