Description

The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River has a requirement for a redesign investigation and development of possible improvements to the existing H-53E Crash Attenuating Troop Seat Systems (CATSS). This is a notice of intent to request a proposal and negotiate with Martin Baker Aircraft Co. LTD, (MBA) of Higher Denham Near Uxbridge, Middlesex, Great Britain, UB9 5AJ on an other than full and open competitive basis. MBA is the original designer, developer, and sole manufacturer of the H-53 CATSS and the only source that possesses the necessary technical data, knowledge, and experience to perform the required efforts. The Government intends to negotiate on a sole source basis with MBA to evaluate reported fleet experience, solicit any additional information necessary to fully characterize reported problems, and recommend CATSS modifications to remedy those problems in the form of an Engineering Change Proposal (ECP). When authorized by a delivery order, the contractor shall fabricate and deliver to the government CATSS improvement kits in accordance with the approved ECP. The proposed action will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with both Firm Fixed Price and cost reimbursable CLINs. The estimated period of performance for this effort is 27 months after date of award. Contract award is anticipated to be 2 months after synopsis date. SEE NOTE 22.
