- NASA/GRC has a requirement for SAFETY ASSURANCE SERVICES (SAS) to provide critical safety and mission assurance (S&MA) reviews of NASA contractors that support key projects and programs. The type of services included, but are not limited to, test and inspection, configuration management, product review, process reviews, quality control reviews, mishap investigations, preliminary design review, and critical design reviews and document contractor compliance with specific NASA contract and technical requirements. NASA/GRC intends to purchase these services from Dynacs Military and Defense for a period of up to one year. The statutory authority permitting other than full and open competition is 10 U.S.C.(c) (1) "...Only One Responsible Source." These services are currently being provided by Dyncas Military and Defense, Inc under a contact with NASA?s Goddard Space Flight Center. The contract expires in November 2005 and the follow-on procurement was previously synopsized under Solicitation Number NNG05050549J. An internal decision was made in May 2005, to transfer program management responsibility from the Goddard Space Flight Center to NASA?s Glenn Research Center (GRC). To provide for an effective transfer of program management responsibilities and for GRC to fully adopt program requirements; staff critical positions; effectively plan, solicit, evaluate, and award a competitive follow-on procurement, a ?bridge? contract will be awarded with Dynacs for a period of up to 12 months commencing July 1, 2005. Parties previously expressing interest in Solicitation Number NNG05050549J are welcome to participate in the planned competitive SAS follow-on procurement. The draft RFP is estimated to be released October 2005. As the current provider of these services, Dyncas is in the unique position to maintain program continuity as the management responsibilities transition to GRC. Competing the ?bridge? contract followed by a larger follow-on competition would have an adverse impact on the continuity of activities currently being performed on key NASA missions. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact no later than 4:30 PM, June 20, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination by the Government not to compete the ?bridge? effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
