- The Bureau of Customs and Border Protection (CBP) plans to enter into a contract with a vendor to provide service maintenance to properly remove and dispose of waste generated by four (4) existing grit traps at fueling islands located at US Border Patrol in Laredo, TX and Hebbronville, TX station. This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and is being issued as a request for proposal. This announcement constitutes the only solicitation; No written solicitation will be issued. Solicitation Number HSBP1005Q0443 is used for reference purposes. This is a SMALL BUSINESS set aside. The NAICS code for this action is 562998. The Department of Homeland Security, Bureau of Customs and Border Protection has a requirement for the following items: The period of performance for CLINS 00010 and 00020 is planned for July 1, 2005 through September 30, 2005. CLIN 00010, quan: 3 MO. Non-personal Service, Removal and Disposal Service to be performed at Laredo North Station located at 11119 McPherson Road, Laredo, TX as stated in the Statement of Work (SOW) Three (3) each grit traps to be serviced once a week, $ ___ per week. CLIN 00020, quan: 3 MO. Non-personal Service, Removal and Disposal Service to be performed at Hebbronville Station located at 34 East State HWY 359, Hebbronville, TX as stated in the Statement of Work (SOW) One (1) each grit trap to be serviced once a week, $ ___ per week. CONTRACTOR SHALL PERFORM AND ADHERE TO THE FOLLOWING MINIMUM STANDARDS FOR THE USBP. The contractor shall provide services for the removal and disposal of waste on grit traps at fueling islands. The Contractor will be licensed, permitted and authorized by the City of Laredo to properly remove and dispose of waste generated by the existing four (4) grit traps at the Laredo North station located at 11119 McPherson Road, Laredo, TX and one (1) grit trap at the Hebbronville Station located at 34 East State HWY 359, Hebbronville, TX. The contractor will be allowed to place an EPA approved 1200-gallon temporary storage tank at the sites. Contractor will empty and dispose of the tank contents monthly or when it becomes full which ever occurs first. Contractor will remove the temporary storage tank within thirty (30) calendar days upon termination of this contract. Contractor will provide all required waste manifest documents, analytical testing results and must comply with all local and Federal Laws for proper disposal. SCHEDULING: A regular schedule of service will be provided by the contractor to ensure that the system is well maintained at all times. Service shall occur once every week during regular business hours, (8 am to 4 pm) Monday through Friday. EMERGENCY RESPONSE: In the event of an unscheduled call out, the contractor will have twelve (12) hours to respond and service the grit trap system. . LIABILITY: The contractor will assume liability for improper disposal of waste product originating from the sites. One contract is anticipated to be awarded as a result of this synopsis and will be awarded to the responsive/responsible offeror who offers the best value to the Government. Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within _60__days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least _60_ days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed ___3__ (years).
