Description
A-The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS, intends to negoticate with Brigham Young University, Center for Remote Sensing, Provo, UT. on a sole source basis in accordance with the authority of 41 U. S. C. 253 ( c) (1), only one responsible source. The Center for Remote Sensing at Bringham Young University has developed the ultra high spatial resolution (5km) QuilSCAT wind retrieval technique. They have written all the processing research software to produce the ultra high resolution winds from the raw QuikSCAT data, and are the only source that can implement the required modifications in the operational QuikSCAT processing at NOAA. Experimental products for ultra high resolution ocean sigma-O images and ultra high resolution wind retrieval have been developed at BYU. A limited set ultra high resolution wind products was experimentally produced and distributed as part of a operational demonstration this past hurricane season. This effort seeks to expand upon that effort by improving and validating the 5km wind product, and integrating it into the QuikSCAT operational processing system. Tasks are: 1. prepare and port 5-km retrieval code to operations with new land-mask to allow for retrievals closer to the coast; 2. Test and validate retrieval results; 3. Implement for TC-specific events; 4. Work with NESDIS to implement in and operational demonstration mode for testing and evaluation. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open this requirement to competition bases upon responses to this notice is solely withing the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. all information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies.
