Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with Subpart 12.6 and Part 13 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. Quotes are being requested and a written solicitation will not be issued. Solicitation number NCND3000-5-00010 is issued as a Request for Quotations. The U.S. Department of Commerce, NOAA/NOS Office of Ocean and Coastal Resource Management has a requirement for watershed management planning and related technical assistance to control land-based pollution to the coral reefs in the U.S. Caribbean and Hawaii. The contractor will work with local coral reef management agencies to identify priority issues and specific needs in the U.S. Virgin Islands, Puerto Rico and Hawaii for which adequate knowledge, technical expertise, or capacity is lacking. Workshops and training modules will be developed based on initial project assessments and consultation with local agencies. The period of performance will be approximately (14) months. The North American Industry Classification System Code (NAICS) is 541330. This procurement action is set aside for small business concerns. A firm is a small business for the purpose of this requirement if its size standard is $4.0 million. The Statement of Work entitled, Watershed Planning, Training, and Technical Assistance to Control Land-Based Pollution to Coral Reefs in the U.S. Caribbean and Hawaii, dated May 5, 2005. This is a firm fixed price procurement using simplified acquisition procedures. Responses must be sent electronically in MS Word format to phillip.Harrell@noaa.gov and in paper no later than 3:00pm on June 30, 2004 to Phillip Harrell, Acquisition Management Division, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7608, Silver Spring, Maryland 20910. Responses shall be no more than 12 pages and shall include the following: 1) Contractors capabilities overview; 2) Past performance information (relevant experience to perform the required services); and 3) Price of the deliverables. Interested contractors shall develop a Payment Schedule based upon the Deliverable Schedule information provided in the Statement of Work. All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) Technical and Management Approach ? the likelihood of effectively meeting requirements; 2) Past Performance ? the relevance and quality of prior performance; and 3) Price ? the amount, realism and consistency of the evaluated price.
