- The U.S. Department of Commerce, NOAA, intends to solicit for purchase of 5 each Air Data Display Unit (ADDU), Model #9D-80130-46. This item is being purchased for the NOAA/Aircraft Operations Center (AOC), MacDill AFB, Florida. The WP-3D Navigation Systems Project is the first major upgrade to the avionics of the WP-3D aircraft since they were purchased new in 1975/76. This upgrade includes replacing 16 major avionics systems to improve the reliability and performance of the Inertial Navigation System, and to meet the U.S. and international regulatory requirements for communications and safety systems. In order to achieve all of the project design goals, AOC has relied heavily on the extensive engineering performed by the Navy and Immigrations and Customs Enforcement (ICE) on their fleets of P-3 aircraft, saving NOAA many millions in non-curing engineering expense. One of the components of this upgrade package is the ADDU manufactured by Innovative Solutions and Support (ISS). The ISS ADDU has been customized to interface with other avionics systems which are a part of the avionics upgrade effort, and there are no alternate Air Data Display Units available by ISS or other vendors. Additionally, substantial testing of the requested ADDU has been performed as part of an integrated avionics system design for P-3 aircraft. Use of any substitute item, even if it has been modified by a manufacturer to meet the interface specifications of the ISS ADDU, would result in additional expenses for testing and verification would cause and project delays unnecessarily. Only the ADDU, part number 9D-80130-46, manufactured by Innovative Solutions and Support will meet the meet the critical mission requirements. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions and in accordance with the requirements of 41 USC 253(c)(1). Any small business sources, able to provide the exact make and model of the equipment reference herein is encouraged to respond to this announcement within 15 calendar days after its publication. Interested firms should submit in writing, its name, address, point of contact, telephone number, business size and a brief statement regarding its capability to provide the specified equipment. Also include the name, telephone number, and point of contact for businesses or other government agency to which it has previously provided the item. The government reserves the right to solicit bids based on receipt of affirmative responses to this notice. The anticipated award date shall be within 20 days after the date of this announcement. The NAICS code for this action is 335999. This requirement shall be considered a small business set-aside. All responsible sources may submit a quote which will be considered by the Agency.
