Description
In accordance with simplified acquisition procedures The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Viral Epidemiology Branch (VEB) intends to procure on a sole-source basis with Baylor College of Medicine, Sections of Infectious Diseases and Health Services Research, 2002 Holcombe Boulevard, Houston, TX 77030 for a project titled ?Associations of hematologic malignancies and thyroid cancer with hepatitis C virus infection among U.S military veterans?. Hepatitis C virus (HCV) may be a cause of hematologic malignancies and thyroid cancer. HCV infection is common among U.S. military veterans receiving care in the Veterans Administration (VA) healthcare system. The Government plans to contract with Baylor College of Medicine to assist in conducting a retrospective cohort study using nationwide VA administrative databases. Using the VA Outpatient Clinic file, Baylor shall: 1) identify a cohort of approximately 70,000 veterans treated for HCV infection in the period 1997-2004; 2) using the same database identify a comparison cohort of approximately 280,000 HCV-uninfected veterans for the same period; 3) identify prevalent and incident cancers (hematological malignancies, thyroid cancer) and related conditions of interest using the Outpatient Clinic file and the Patient Treatment File; 4) conduct statistical analyses comparing the prevalence and incidence of these medical outcomes in the two cohorts; and 5) conduct a validation study to evaluate the accuracy of HCV diagnoses recorded in the Outpatient Clinic file. Baylor College of Medicine, Sections of Infectious Diseases and Health Services Research has a detailed understanding of HCV infection; expertise in working with large and complex VA databases, ready access to these databases; and expertise in conducting statistical analyses. This Group has worked extensively with these databases to study health-related outcomes of HCV infection and is part of the Houston Center for Quality of Care and Utilization Studies, Department of Veterans Affairs Medical Center, and thus has ready access to VA data files. They have computers suitable for manipulating the large data files and programmers with substantial knowledge regarding how the VA files are constructed and how to conduct appropriate statistical analyses. This contractor already has a team of data abstracters in place at the Houston VA, which can readily conduct the validation study there. Baylor is the only contractor known to the NCI Researcher who is able to conduct a field study to validate HCV diagnoses and can deliver these statistical and field study results to the Government. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on June 29, 2005. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
