Description
This is a sources sought announcement to seek potential Hubzone or Service Disabled Veteran Owned Disabled 8(a) companies that could fulfill the below requirement. ONLY HUBZONE OR SERVICE DISABLED VETERAN OWNED DISABLED 8(A) COMPANIES REGISTERED WITHIN WWW.CCR.GOV AS AN 8(A) SHALL BE CONSIDERED. SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The applicable NAICS code is 541330 and the Size Standard is $4 million average annual receipt. This Sources Sought Synopsis is in support of market research being conducted by the NIH to identify capable potential Hubzone or Service Disabled Veteran Owned Disabled 8(a) sources. The purpose of this Sources Sought Synopsis is to determine if there are potential. Hubzone or Service Disabled Veteran Owned Disabled 8(a) companies that are capable of performing this effort. If this acquisition is determined to be reserved for small business, the Government will use the information gathered from this Sources Sought Synopsis to help identify Hubzone or Service Disabled Veteran Owned Disabled 8(a) companies participating in this market. Below is a draft copy of the statement of work. I. Background As the largest biomedical research institution in the world, the NIH has an extensive occupational health and safety program which supports the complex needs of the intramural research program, NIH patients, visitors, and contractors. In addition to providing direct occupational health and safety technical support to the research programs, many other clients are supported as well, including the Office of Research Facilities Development and Operations, Office of Animal Care and Use, the Office of Intramural Research and IC Scientific Directors, to name a few. The occupational health and safety program must keep up with rapidly increasing and changing program demands. The Division of Occupational Health and Safety (DOHS), ORS, is responsible for implementing NIH?s occupational safety and health program and is requesting contractor support for engineering and owner advocacy support services. This support includes, but is not limited to, areas such as increasing renovation and construction activities, occupation of new facilities, safety engineering reviews and design, employee training, safety communication, and many other program support activities. Independently, and not as an agent of the Government, the contractor shall furnish all necessary labor, materials, supplies, equipment, analytical support, transportation and supervision, not otherwise provided by the Government, necessary to provide engineering and owner advocacy support services to the NIH, ORS, DOHS. At the Government?s discretion Government space and office equipment (computer, printer, desk, etc.) may be provided. II. Location of Services Work shall primarily be performed on the NIH campus in Bethesda, Maryland. Other facilities that may be covered include: the NIH Animal Center, Poolesville, Maryland; the National Institute of Aging, Gerontology Research Center, Baltimore, Maryland; and other NIH owned and leased facilities located in the suburban Maryland metropolitan area. Work may also be performed at the Rocky Mountain Laboratory in Montana and Ft. Detrick in Frederick, Maryland. III. General Requirements Services shall include, but not be limited to, services critical to supporting the mission of the DOHS, the NIH and the Department of Health and Human Services. Examples of those types of services include: Mechanical/Industrial/Safety Engineering Plan Reviews Mechanical/Industrial/Safety Engineering Site Assessments/Audits Construction-Owner?s Advocate Services Risk Communication Consultation and Training Occupational Hygiene and Environmental Health Consultation Maximum and High Containment Lab Certification and Support Computer Software/Information Services in support of the above mentioned services These projects at NIH range in duration from one day to months until completion. Some projects are designed with multiple deliverables phased over an established period of time. Oversight of all projects shall be performed by NIH personnel. Examples of the type of oversight and direction by the NIH Project Officer are as follows: o Review, comment upon, and approve in writing proposed procedures, methods, submittals and project plans. o Monitor the overall execution of the projects to assure compliance with the project specifications and protection of NIH interests. o Determine the adequacy of the deliverable with respect to the requirements for each task. o Inspect and approve project equipment and materials, selected for use by the contractor to perform the assigned task(s). The contractor shall be a firm regularly engaged in the professional practice of owner advocacy services, mechanical, industrial, and safety engineering reviews, assessments, and audits. The contractor shall have experience providing these services for biomedical research facilities, and specifically, high containment laboratories. The contractor shall perform the following Engineering and Owner Advocacy support services on an ?as-needed basis? as directed by the NIH Project Officer: A. Mechanical, Industrial, and/or Safety Engineering Consulting 1) These services shall include, but are not limited to, new construction and renovation plan review related to the construction and/or renovation of laboratory facilities. The engineer will evaluate plans with safety and health specialists to ensure compliance with all guidelines, standards, or requirements. These individuals will also be involved with general and local exhaust ventilation studies, indoor air quality studies, and construction consultation for high containment labs. 2) The contractor shall provide appropriate project staff and certified/licensed professionals to conceive, develop, implement, direct, and evaluate engineering reviews, assessments, audits, and/or studies and have education and experience in, including but not limited to, the following disciplines: o Industrial Engineer o Mechanical Engineer o Environmental or Safety Engineer o Certified Industrial Hygienist o Certified Safety Professional o Environmental Health Specialists o Administrative Support B. Construction-Owner?s Advocate Services 1) These services shall include, but are not limited to serving as a general quality control manager for projects at the NIH involving new construction, renovations, as well as repair and maintenance activities. The specified personnel shall have knowledge of the above listed services and be available to attend plan review meetings, as necessary. Accurate meeting minutes are required as designated by the Project Officer. 2) Owner Advocacy activities will include, but are not limited to, asbestos, toxic heavy metals, and fungal abatement as well as other industrial and health related monitoring efforts. Contractor personnel will ensure that appropriate specialist(s) is/are included when specialized input may be required. C. Risk Communication Consultation and Training These services shall include, but are not limited to, oral and written communication of safety and health hazards; training on hazards; and development of professional presentations, promotional materials, and safety and health programs, as they relate to the services mentioned above. Such tasks may include, but are not limited to: o Professional written reports or audits o Development of laboratory or general safety training o Delivery of laboratory or general safety training o Facility design and operation requirements o Laboratory inspection and certification o Hazardous waste management and training o Regulatory/OSHA compliance o Custom software and technical reviews D. Occupational Hygiene and Environmental Health Consultation These services shall include, but are not limited to: o Indoor air quality studies o Local Exhaust Ventilation studies o Noise exposure monitoring o Air, bulk, or wipe sampling o General industrial hygiene surveys o Industrial hygiene special projects o Research studies/projects o Hazardous material assessments o Other general environmental health surveys E. Maximum and High Containment Lab Certification and Support 1) The contractor shall assist the Maximum Containment Laboratory (MCL) Facility Manager in maintaining the MCL in a ready state. The MCL is a national resource that is allocated by the Deputy Director for Intramural Research. As such, the contractor will work with ORS to make sure the mechanical and containment systems are in optimal operating order and ready to support high priority research projects affecting the Nations public health. The contractor shall act as the Governments representative for insuring that maintenance and repair are properly performed. The contractor will assist in the annual recertification of the MCL in accordance with the CDC/NIH publication-- Biosafety in Microbiological and Biomedical Laboratories. The contractor will also assist ORS staff in the certification of Biosafety Level 3 and Level 4 High Containment Laboratories. 2) The contractor will provide onsite consulting and research services as defined in subtasks under this requirement. Examples of these sub-tasks are: o Stationary and mobile facility design o Stationary and mobile system design o Support for national and international laboratory facilities F. Computer Software/Information Services These services are required in order to support the above mentioned services (audits, training, regulatory compliance). Services shall include, but are not limited to: o Designing and implementing auditing or survey databases o Troubleshooting problems with databases o Working with staff to implement new technology to meet current needs o Training staff on related software applications o Developing other software programs, as needed IV Technical Requirements Only qualified personnel with adequate and verifiable experience in the required areas of specialization shall be assigned to this contract. The PO will review the credentials (C.V., resume of experience and references) and approve all personnel assigned to projects by the contractor. The substitution of personnel on ongoing or proposed projects must be requested in writing and approved by the PO prior to any changes being implemented. A. Senior Engineer or Owner Advocacy Supervisor Personnel Requirements 1) Specialized and unique experience o Prior work experience with biomedical research facilities and high containment laboratories o Facility design and mechanical design for BSL-3 and BLS-4 laboratories o Demonstrated experience in national and international regulations regarding laboratory safety and how to apply to engineering design guidelines o Extensive experience conducting plan reviews for laboratory facilities and providing written reports 2) Academic Qualifications o Professional degree from accredited academic institution in industrial or mechanical engineering. 3) Professional Credentials o Certification/licensure as a professional engineer (PE) o Additional certifications in industrial hygiene or safety are highly desirable (CIH, CSP). B. Technical Personnel Requirements 1) The offeror shall provide only fully qualified personnel who are employees of the offeror and who have verifiable education, training, certifications, and experience in the field of engineering, industrial hygiene, and safety. 2) All contract work shall be conducted by, or under the direction of a professional engineer, certified industrial hygienist, or certified safety professional who shall be responsible for the quality control and oversight of the work performed under the contract. C. Approvals, Licensing and Certification 1) The contractor shall maintain all appropriate licenses required to provide the services specified in this requirement. The contractor shall be able meet all current and future requirements of this contract regarding personnel, time commitments, and logistical and technical support. 2) All recommendations, assessments, evaluations will be in accordance with the most recent approved procedures, processes and professional standards applicable to the specific area of inquiry. 3) Any changes in approved project completion schedule(s), approved personnel or quality control processes must be requested in writing by the contractor, and receive the concurrence of the PO, prior to enacting the change(s). 4) All forms for collecting data or other information, i.e., monitoring forms, report formats, database structures and quality assurance inspection forms, shall be approved by the PO prior to use. All data, reports, recommendations, studies, etc. produced for, or as a result, of this requirement shall remain the sole property of the DOHS, ORS and shall not be used, presented, or published without the written authorization of the PO and the Director, DOHS. All information shall be maintained on a secure server, accessible only to personnel approved by the PO. D. Safety and Identification 1) The contractor shall observe all proper and appropriate safety precautions in the conduct of this program as required or recommended by the PO. Some areas or facilities may require special procedures to be followed for entry. Any restrictions associated with these special areas will be explained to the contractor. These restrictions shall be adhered to at all times. 2) Contractors will undergo a background investigation to receive an identification pass. All contractor personnel shall wear an identification card, issued by the NIH, in a clearly visible manner during the performance of their duties. Any contractor unable to obtain a positive background investigation check shall be removed from this contract. 3) The contractor may be issued an NIH parking permit for each of the vehicles used at NIH. It is the contractor's responsibility to obtain parking permits and contact the NIH Police to identify approved parking areas. 4) The contractor shall be responsible for reporting all work related injuries and illnesses to the Occupational Medical Service (OMS), Building 10, Room 6C306. Any work related injuries that are sustained on NIH Property must be reported immediately. 5) Substitute or replacement personnel for those cited in the offeror's proposal will be approved by the NIH Project Officer prior to being assigned to work at NIH. NIH reserves the right to reject personnel whom the NIH Project Officer does not consider fully qualified. F. Project Data and Reports 1) All data generated by this contract will be the sole property of NIH. 2) The contractor shall prepare and submit project reports to the NIH Project Officer within 20 working days of completion of the field work or within a timeframe agreed upon and established in the specific assigned task. Additionally, the contractor shall report any incident that may impact the completion of the task within the established timeframe and develop an amended schedule to be review and accepted/rejected by the PO. 3) The format, content, and number of copies of project reports will be determined by the PO. G. Service of Schedules 1) Routine services are typically scheduled 2-3 days in advance, involve 1-5 days of field work, and may require several weeks of report preparation to complete the project. Services may also be of an emergency nature requiring an immediate response (i.e., support services on-site in less than four hours) or may involve an in-depth, detailed study taking several weeks to plan and several months to complete. 2) Regular services, and in particular emergency response, maybe required outside of normal working hours (i.e., evening and night shifts, weekends, and federal holidays). Normal working hours are typically 7:00AM to 5:00PM. 3) Laboratory and administrative support may be needed during all regular working hours and on an emergency basis. H. Reporting and Monthly Progress Meetings 1) The PO and contractor shall meet at least monthly, or more often if needed, to discuss new issues, review projects and reports, and resolve ongoing or special problems. In addition, the contractor should provide the PO a schedule of planned activities for the up-coming month(s). This meeting can be conducted either in person or telephonically, at the discretion of the PO. 2) A monthly report and invoice shall be submitted to PO by the contractor. Copies of invoices shall also be sent to Finance and the Contracting Officer (see Invoice Instructions Section for more details.) The report and invoice are due within 14 days following the end of each month. Invoices and reports shall be kept separate. The invoice shall describe all services, materials, and labor billed. The monthly report shall summarize the status of ongoing projects and evaluate the previous month?s service activities and provide written plans and goals for the upcoming month. The purpose of this report is to provide means of evaluating the overall OHS effort in various facilities/projects. The service report shall include, but not be limited to the following: o Projects that were completed in the past month o Projects that are currently in process o Estimated and actual labor hours for each completed project o Estimated and actual labor hours for each ongoing project o Total amount billed against the contract for the current contract year o Status of invoices submitted for payment o Recommendations for resolving program related issues and improving the program o Anecdotal information related to ongoing or completed projects o Man-hours must be broken down by job title or labor category for each project. 3) The contractor shall enter all program related data and information, including billing information, into a secure database. All software used in the program must be approved by the PO. The contractor shall be responsible for keeping all databases current, compiling and producing all reports, and performing information and data queries, as requested by the PO. ANY INTERESTED HUBZONE OR SERVICE DISABLED VETERAN OWNED DISABLED 8(A) FIRM should submit an original and one copy of their capability statement which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. At a minimum, each 8(a) company shall provide capabilities/knowledge/experience specific to the Statement of Work (SOW). Also, a firm must demonstrate they have the necessary personnel with demonstrated experience, labor, materials, services, equipment and facilities to support the efforts detailed in the Statement of Work (SOW). Responses must reference the sources sought to Sources Sought 263-2005-P(GO)-0051 and include the following: (1) Name and Address of the Organization, (2) If the 8(a) firm is Hubzone or Service Disabled Veteran Owned Disabled Type, (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractors capability statement addressing the issues listed above, (6) List of organizations to whom similar types of services have been previously provided to include contract number, dollar value, name and phone number of contracting officer. THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS JUNE 30, 2005 at 1PM EST. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and may be emailed to Zedekiah J.
