SIMPLIFIED ACQUISITION PROCEDURES DATE: JUNE 15, 2005 REQUISITION NO: 05R000142 INTENDED SOURCE: HEALTHOLOGY, INC PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH FOUR MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, AGENCY FOR HEALTHCARE RESEARCH AND QUALITY, THROUGH THE PROGRAM SUPPORT CENTER, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO THE GEORGE WASHINGTON UNIVERSITY MEDICAL CENTER. CLOSING DATE IS JUNE 29, 2005. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO: BACKGROUND AND NEED: AHRQ IS THE LEAD FEDERAL AGENCY FOR PATIENT SAFETY AND QUALITY OF HEALTH CARE. THE 1999 INSTITUTE OF MEDICINE (IOM) REPORT TO ERR IS HUMAN: BUILDING A SAFER HEALTH CARE SYSTEM INDICATED THAT AS MANY AS 44,000 TO 98,000 PEOPLE DIE IN HOSPITALS EACH YEAR AS A RESULT OF MEDICAL ERRORS. ABOUT 7,000 PEOPLE PER YEAR ARE ESTIMATED TO DIE FROM MEDICATION ERRORS ALONE. ERRORS OCCUR NOT ONLY IN HOSPITALS BUT IN OTHER HEALTH CARE SETTINGS SUCH AS PHYSICIAN'S OFFICES, NURSING HOMES, PHARMACIES, URGENT CARE CENTERS, AND CARE DELIVERED IN THE HOME. THE IOM ESTIMATED THAT MEDICAL ERRORS COST THE NATION APPROXIMATELY $37.6 BILLION EACH YEAR; ABOUT $17 BILLION OF THOSE COSTS ARE ASSOCIATED WITH PREVENTABLE ERRORS. MANY OF THESE ERRORS COULD BE REDUCED OR ELIMINATED BY MOTIVATING PATIENTS TO TAKE CHARGE OF THEIR HEALTH CARE. THAT IS WHY IT IS IMPERATIVE THAT HEALTH CARE CONSUMERS RECEIVE THIS INFORMATION IN AS MANY FORMS AS PRACTICAL AND THROUGH AS MANY VEHICLES AS POSSIBLE. PURPOSE OF CONTRACT: THE PURPOSE OF THIS CONTRACT IS TO DEVELOP TWO WEB VIDEO SEGMENTS TO EDUCATE CONSUMERS ABOUT PATIENT SAFETY. AHRQ IS TURNING TO WEB VIDEO SEGMENTS TO FIND NEW AVENUES TO DELIVER IMPORTANT HEALTH CARE INFORMATION TO CONSUMERS IN ORDER TO KEEP THE MOMENTUM GOING FOR ITS VARIOUS PATIENT SAFETY INITIATIVES. THE WEB VIDEO SEGMENTS WILL BE 2 MINUTES TO 5 MINUTES IN LENGTH, WILL FEATURE THE AHRQ DIRECTOR, AND WILL BE BASED ON AHRQ'S FIVE STEPS TO SAFER HEALTH CARE AND/OR 20 TIPS TO HELP PREVENT MEDICAL ERRORS. BOTH OF THESE PRODUCTS ENCOURAGE HEALTH CARE CONSUMERS TO BE ADVOCATES FOR THEIR OWN SAFETY IN THE HEALTH CARE SYSTEM BY GIVING CONSUMERS ACTIONABLE STEPS AND TIPS THAT THEY CAN USE. COLLATERAL PRINT MATERIALS SUCH AS A TRANSCRIPT OF THE WEB VIDEO SEGMENTS WILL BE DEVELOPED. AHRQ WILL BE PROMINENTLY IDENTIFIED AS THE SPONSOR OF THE WEB VIDEO SEGMENTS. METRICS ON THE NUMBER OF VIEWERS AND THE DURATION WATCHED FOR THE WEB VIDEO SEGMENTS WILL BE REPORTED TO AHRQ ON A MONTHLY BASIS. SPECIFIC REQUIREMENTS: THE CONTRACTOR SHALL PRODUCE TWO WEB VIDEO SEGMENTS FEATURING THE AHRQ DIRECTOR. THIS COLLABORATION WILL INCLUDE AHRQ MEDICAL AND SCIENTIFIC REVIEW OF CONTENT OVERVIEWS, OUTLINES, AND FINE CUTS OF THE WEB VIDEO SEGMENTS. EACH WEB VIDEO SHALL CONSIST OF A 2- TO 5-MINUTE VIDEO, AND A TRANSCRIPT OF EACH, ON THE KEY EDUCATIONAL MESSAGES DELIVERED. AHRQ WILL BE PROMINENTLY IDENTIFIED AS THE SPONSOR OF THE WEB VIDEO SEGMENTS. THIS CONTENT WILL BE DISTRIBUTED BY THE CONTRACTOR'S DISTRIBUTION NETWORK OF 4,600 WEB SITES; AHRQ VIDEOS WILL REMAIN ON THE CONTRACTOR'S NETWORK SITES FOR ONE YEAR. THE CONTRACTOR SHALL PROMOTE AHRQ VIDEOS THROUGH ITS NEWSLETTERS. THE VIDEOS ALSO WILL BE PROMINENTLY DISPLAYED ON CONTRACTOR'S HOME PAGE AS WELL AS THE HEALTH HOME PAGES OF ITS 4,600 PLUS DISTRIBUTION PARTNERS. THE CONTRACTOR SHALL PROVIDE METRICS ON THE NUMBER OF VIEWERS WHO CLICK ON THE VIDEO SEGMENTS, AND THE DURATION WATCHED FOR THE WEB VIDEO SEGMENTS WILL BE REPORTED TO AHRQ ON A MONTHLY BASIS. SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR'S EXPERIENCE AND EXPERTISE AS FOLLOWS: CONTRACTOR QUALIFICATIONS: THE PROPOSED CONTRACTOR IS THE WEB'S LEADING PRODUCER AND DISTRIBUTOR OF VIDEO HEALTH CONTENT. THE CONTRACTOR HAS THE LARGEST LIBRARY OF ORIGINAL, STREAMING VIDEO AND TEXT PROGRAMS ON THE INTERNET AND HAS AN ONLINE SYNDICATED EDITORIAL DISTRIBUTION NETWORK OF MORE THAN 4,600 WEB SITES, INCLUDING TOP SITES SUCH AS ABC NEWS, YAHOO, CHICAGO SUN TIMES, AND MANY MORE. ALL 4,600 SITES GUARANTEE TO RUN AND ARCHIVE ALL WEB VIDEO SEGMENTS THAT THE CONTRACTOR PRODUCES. ALTHOUGH SOME OTHER COMPANIES OFFER STREAMING ONLINE VIDEO PRODUCTION SERVICES, NO OTHER COMPANY HAS ACCESS TO CONTRACTOR'S PROPRIETARY TECHNOLOGY THAT ALLOWS THE COMPANY TO SUCCESSFULLY DELIVER ITS WEBCASTS TO 99% OF CONSUMERS WHO TRY TO ACCESS THEM THROUGH NEWS WEB SITES AND SEARCH ENGINES. BECAUSE OF ITS TECHNICAL CAPABILITIES AND ITS UNIQUE ABILITY TO REACH THE EXACT TARGET AUDIENCE THROUGH THE MOST VARIED CHANNELS, THE CONTRACTOR IS IN A UNIQUE POSITION TO HAVE ACCESS TO THE LARGEST POSSIBLE CONSUMER AUDIENCE. NO OTHER ORGANIZATION ALLOWS SUCH BROAD ACCESS TO MEDIA OUTLETS USING WEB TECHNOLOGY. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
