Description

The US Army Aviation and Missile Command (USAAMCOM) intends to issue Draft Request for Proposal (DRFP) W31P4Q-05-R-0334 for the purpose of obtaining industry review and comment on the solicitation and requirements documents. These comments may be ut ilized in development of a Request for Proposal for full and open competitive procurement to fulfill the requirements for the Advanced Precision Kill Weapon System II (APKWS II) Development and Demonstration and Low Rate Initial Production. Proposals are n ot solicited and shall not be submitted in response to this special notice. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS DRAFT OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITATED. The goal of the APKWS II is to quickly produce and field a low cost, mid-range, air to ground system capable of defeating targets other than heavy armor. This weapon system will provide increased stowed kills and point target accuracy while minimizing collateral damage. The APKWS II will fill the wea pon gap between the current unguided 2.75-inch rocket system and the HELLFIRE anti-armor missile. A copy of the DRFP and unclassified supporting documentation may be accessed via the internet on or about 30 Jun 05 at https://acquisition.army.mil/asfi/. After reaching the website, choose the link Combined Synopsis/Solicitation Search to view or download the solicitation. Requests for individual electronic or paper copies of the DRFP will not be accepted. In addition, the JAMS Project Office has establis hed an information website at https://www.apkws2.msl.army.mil. To access the controlled information section of the website, you must have a login and password. The login/password may be requested by mail to US Army Aviation & Missile Command, Acquisition Center, AMSAM-AC-TM-A, Building 5303, Work Station 33A003, Redstone Arsenal, AL 35898. The following information must be provided: A request on company letterhead which includes the following information: Name of Contractor Representative; Date of Birth; Place of Birth ; Social Security Number; Citizenship; Position/Title; Company CAGE Code; Clearance Level; Clearance Type; Clearance Date; Issued By; Purpose (to request access to APKWS II website); Signed/Verified by the Facility Security Officer. Website access will be granted for only one account per contractor; that representative may distribute website documentation within the company as appropriate. The prime contract for this procurement is restricted to US firms with the appropriate level (Secret) of security cle arance. Foreign participation may be received through subcontract arrangements with eligible US firms. The JAMS Project Office will host an Industry Day on or about 14 Jul 05 to present general unclassified information on the U.S. Armys projected procur ement strategy of the APKWS II, the Armys vision of the APKWS II mission, and to answer questions concerning the DRFP. Further details of the Industry Day will be posted on the unrestricted section of the APKWS II website described above.
