Description
On or about 1 July 2005, this office will issue Request for Proposals for the design and construction of OPERATIONAL READINESS TRAINING COMPLEX (ORTC) BARRACKS, PN 63172, FORT CARSON, COLORADO. Proposals will be received on or about 4 August 2005. This solicitation is UNRESTRICTED, open to both large and small business participation. There will be a site visit and pre-proposal conference held at Fort Carson on 14 July 2005 from 9:00 a.m. to 1:00 p.m. (local time, estimated). To register attendance for the site visit and pre-proposal conference, Contractors should contact the Fort Carson Resident Office, Ft. Carson Resident Engineer, U.S. Army Corps of Engineers, Bldg 304, 5030 Tevis St., Fort Carson, CO 80913-4001, Telephone (719) 526-5448, FAX (71 9) 526-5365 no later than 8 July 2005. Contractors must provide a fax with the following information to the Resident office for all visitors attending: 1) Name of Contractor or Firm Represented, 2) Visitor Name 3) phone number, and 4) fax number. Contra ctors shall meet at the Fort Carson Resident Office, Bldg 304, Room 120. A bus will be in the parking lot next to Resident Office and will leave at 9:15 a.m. (local time) to visit the site. A pre-proposal conference will occur after the site visit. DO N OT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The design and construction of this project includes the following: Four (4) new permanent training Barracks (Two-story brick masonry faced buildings with approximately 30,559 SF per building, including option square footage.), associated structures, roads, parking, utilities and landscaping. The training barracks will in clude Open Bay sleeping areas, E7-E8 Sleeping rooms, Laundry rooms, Latrines, Showers, Activity rooms, Internet Cafe room, Mechanical rooms, Electrical rooms, Communications rooms, Vestibule, Corridors and exit Stairs. Proposal Evaluation: Award of this p roject will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. All technical factors excluding price when combined, are ap proximately equal to price. The technical evaluations factors include: Design and Construction Firm Experience; Design and Construction Personnel Experience; Past Performance (Design and Construction); Project Management Plan; and Utilization of Small Bus iness. Price will be subjectively evaluated considering Best Value and Realism. The estimated design and construction cost of this project is between $20,000,000 and $25,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting proposals for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2005: (a) Small Business: 50.9% of planned subcontracting dollars. (b) Small Disadvantaged Business: 8.8% of planned subcontracting dollars*. (c) Women Owned Small Business: 7.2% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 0.5% of planned subcontracting dollars*. (e) Hubzones: 2.9% of planned subcontracting dollars*. *- Small busines s concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 450 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The Request for Proposal documents are available on Compact Disk (CD-ROM) and wi ll be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Request for Proposal documents will not be provided in a printed hard copy format. Representations and certifications are required to updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. If any of the information changes during the advertisement period, you must make changes through the Omaha District web address.
