- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00421-05-R-0120 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-28, Defense Acquisition Circular 91-13, and DFARS Change Notice 20050222. This action is not set aside for small businesses. This requirement is being synopsized as a full and open competitive acquisition under the North American Industry Classification System code 517211 and the small business size standard is 1,500 employees. NAVAIR Headquarters and the Naval Air Warfare Center Aircraft Division (NAWCAD) have a requirement to lease and provide monthly service to 660 pagers. The 660 pager requirement consists of 84 local numeric, 163 local alphanumeric, 269 nationwide alphanumeric, and 144 nationwide 2-way plus pagers. In addition to providing service in all 50 states, the nationwide service should include the District of Columbia, Puerto Rico, and the U.S. Virgin Islands. The period of performance of the resultant contract will consist of a 17-month base period from 1 August 2005 through 31 December 2006, with a one-year option period. The contractor will provide all pagers, airtime, support equipment, telephone/pin numbers, the radio frequency for pager transmission, and any other items necessary for paging services. The numeric pagers shall receive telephone numbers or any other numeric messages. The alphanumeric pagers shall receive email or text messages sent via computer, Internet, or the service provider?s customer messaging center. At least one numeric and one alphanumeric pager shall feature FLEX technology. The two-way pagers shall be equipped with automatic message confirmation, multiple choice responses, pre-defined responses, and customized responses. The contractor shall provide 24x7 dispatch service center where callers can dictate messages for transmission to alphanumeric pagers, the option of a toll-free paging number, informational services such as Headline News or CNN, and customer service which is available from 8 am until 5 pm, five days a week. The contractor shall propose a strategy and time lines for offering global paging. The proposal shall provide Free On Board (FOB) Destination or Origin shipping terms. The contractor will also itemize and incorporate all fees or other direct costs as a separate line item. The contractor shall deliver the above product to: Receiving Officer, Supply Dept. The clause at 52.212-1, Instructions to Offerors-Commercial Items (Jan 2005) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 Evaluation-Commercial Items (Jan 1999) applies to this acquisition and the significant evaluation factors are technical capability of the item offered to meet the Government requirement, price, and past performance. Technical and past performance, when combined, are approximately equal to price. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, a price list, etc. The clause at 52.204-8, Annual Representations and Certifications (Jan 2005), requires that each offeror complete the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://www.bpn.gov. Each offeror shall include a completed copy of the provision at FAR 52.212-3, including Alt 1, Offeror Representations and Certifications ? Commercial Items (May 2004) with its quote including DFARS 252.212-7000 Offeror Representations and Certification ? Commercial Items (Nov 1995) if applicable. FAR 52.212-4 Contract Terms and Conditions ?Commercial Items (Oct 2003) is incorporated by reference and applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Executive Orders ? FAR 52.252-2 Clauses Incorporated by Reference (Feb 1998) also applies to this acquisition. The following FAR option clauses are included and are applicable to this acquisition: 52.217-5, Evaluation of Options (Jul 1990), which states that the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement, 52.217-8, Option to Extend Services (Nov 1999), and 52.217-9, Option to Extend the Term of the Contract (Mar 2000).
