Description
The Marine Corps Systems Command (MARCORSYSCOM) intends to issue a competitive solicitation number M67854-05-R-7017 for the procurement of up to 522 Tactical Elevated Antenna Mast System (TEAMS) including its accessories, spares, technical manuals, training, and warranties. Extended warranty coverage for the TEAMS may also be procured. The Government intends to issue a formal solicitation on or about 5 July 2005. This procurement will be 100% Small Business set-aside. A five-year Indefinite-Delivery/Indefinite-Quantity (IDIQ), Firm-Fixed Price (FFP) contract is contemplated with an anticipated minimum delivery of 20 units per month. Interested firms with the capability of meeting the proposed requirement are requested to provide an e-mail to selvi.sudanthi1@usmc.mil expressing their interest in being placed on a list of potential bidders not later than 30 June 2005. Company name, address, point of contract (POC) name and POC phone number should be provided in thee-mail. The e-mail subject line should reference ?TEAMS? and the solicitation number M67854-05-R-7017. Upon its release, the solicitation will be posted on the Navy Electronic Commerce Online (NECO) website. No telephonic responses will be accepted. The TEAMS shall extend the operating range of Line of Sight (LOS) radio systems to approximately 48 Km when operating with similar mast systems by providing additional height to antenna systems. The TEAMS is an independent antenna mast system, designed to be 34-36 meters in height, that will support various LOS antenna systems and will be transported on any M-1123 High Mobility Multi-purposed Wheeled Vehicle (HMMWV). The antenna mast will be nested aboard the vehicle in the transport mode, and will be electrically or hand cranked up to its full height. The mast support system may include guy lines. The TEAMS will include Radio Frequency (RF) cables and cable reels, a lightning protection system, and a mounting system for TEAMS to be transported on the M-1123 HMMWV requiring no permanent vehicle modification. TEAMS will be designed to be assembled safely by three or less trained Marines. The TEAMS is an antenna mast system that must provide multiple mounting positions for at ! least three antennas with steerable controls for at least two directional antennas. It is intended to overcome obstacles in the signal path between operating positions of the AN/MRC-142A, the Enhanced Position Location Reporting Systems (EPLRS), the Troposcatter Satellite Support Radio (TSSR) and other Ultra High Frequency (UHF)/Very High Frequency (VHF) communication systems. GENERAL REQUIREMENTS: The TEAMS principle design characteristics will include, but are not limited to the following: 1. Height. The TEAMS will be a minimum of 34-meters tall when fully extended and not more than 6-meters when fully nested. 2. Weight. The antenna mast shall have a maximum weight of 330 pounds. Accessories, including a lightning protection kit, hazard warning light and mission equipment shall not exceed 400 pounds. No single packed accessory container shall exceed 42 pounds. 3. Paint. The TEAMS will be painted military olive drab green. 4. Aircraft-Warning. The TEAMS will include an aircraft-warning beacon that can be controlled and serviced from the ground without taking the mast down. 5. Lightning Protection. The TEAMS shall have a lightning protection system. 6. RF Cables. The TEAMS shall have RF cables and reels. 7. Setup time. The TEAMS will be able to be setup in less than 30 minutes by three trained Marines. 8. Environmental, Safety and Health. The TEAM! S will comply with all Naval environmental, safety and health measures. 9. Mast Payload. The total mast payload capacity when fully extended will be a minimum of 110lbs. 10. Vehicle Mounting System. The TEAMS will be mounted, without permanent modification, on any M-1123 HMMWV or AN/MRC-142A when fitted with fording gear and organic equipment. 11. Transportability. The TEAMS shall be transportable in crates, transport cases, or mounted on a M-1123 HMMWV. All TEAMS shall withstand the effects of handling during transport by rotary and fixed wing aircraft, military vehicles, rail and sealift. The design shall permit rapid loading and unloading and rapid change between transport and operating conditions. 12. Manuals. Training and operator manuals will be required. TESTING: The TEAMS will be subject to Government testing prior to fielding. Testing will include helicopter lift test and Munson Road Course.
