- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. This announcement constitutes the only solicitation: quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-002. Solicitation number 6TSA-05-PJF-0004 is being issued as a request for quotes (RFQ). The Bill of Materials lists the following requirements: CLIN001 ViaSat VDC-500 ADC/IP Data Controller Unit, Model Number SI-007685, Quantity 4. CLIN002 ViaSat Wall Mount 100-240 VAC 50-60 Hz Power Adapter for VDC-500, Model Number SI-017646, Quantity 4. CLIN003 ViaSat Cable for VDC-500 to PRC-117F(J3), -138B, and -150, Model Number CBL-017641, Quantity 4. CLIN004 ViaSat VDC-600 Personal Data Controller II Card, Model Number SI-022335, Quantity 4. CLIN005 ViaSat 19 inch Rack Mount Adapter (Dual) for VDC-500, Model Number 008595, Quantity 2. CLIN006 ViaSat Cable for VDC-600 to PRC-117F(J3), -138B, and -150, Model Number CBL-017641, Quantity 4. SPECIAL INSTRUCTIONS: 1. DESTINATION: Please note that delivery of all items is to the following commercial address: USAISEC Attn: AMSEL-IE-TS (D. Please include shipping costs, if any, in the quote. Please identify the method of shipping and the name of the carrier. Please included estimated ship date after receipt of order. 3. PRICING: Please quote Open Market pricing in US Dollars only. Quotes will be evaluated on the basis of price only. Alternative solutions that meet or exceed the technical specifications of the Name Brand items will be then be evaluated on price. 4. QUOTES: Quote must be on company letterhead and submitted by facsimile to 816-823-3322, Attn: Paul Flake, or by e-mail to paul.flake@gsa.gov. E-mail delivery is preferred. Please provide 508 Compliance with quote. 5. ADMINISTRATION: Please update your ITSS registration. Only those vendors registered in ITSS are eligible for award. Registration information is located at http://it-solutions.gsa.gov. Please identify, by e-mail to paul.flake@gsa.gov, your company?s Point of Contact for GSA Heartland Region 6 projects, including European Business Unit customers. 6. QUESTIONS & COMMENTS: Please contact Paul Flake, 816-823-1933, paul.flake@gsa.gov. All Bill of Materials Items specify a Brand Name requirement. Alternative solutions meeting or exceeding the technical specifications of the Brand Name requirements are encouraged and will be considered. Please deliver alternative solutions to Paul Flake at paul.flake@gsa.gov. The project?s Brand Name Justification states: ViaSat VDC-500 and 600 Data Controllers are key elements of [confidential information] Ground Entry Points (GEPs) for local area network (LAN) communications and necessary for completion of their mission. The Client provides a responsive theatre information grid to support full spectrum Army, joint, and multinational operations in the European theatre of operations. The theatre information grid, as a part of the larger Global Information Grid, processes, stores, disseminates, and manages information on demand to the war fighters, policy makers, and support personnel through a globally interconnected, end-to-end set of information capabilities, associated processes, and personnel. As stated in the command?s mission-essential task list (METL), the Client is responsible for the command and control of the infostructure to provide network management, information assurance, and information dissemination management. The VDC-500 and 600 Data Controllers offer a complete package of proprietary, interoperable and compatible products for secured communications. The VDC-500 is a stand-alone solution, fully able to connect to networked operations without a laptop or desktop. The VDC-600 is a full-featured, PCMCIA PC card designed to enable fast, error-free data transfer over secure radio communication channels between laptop and handheld computers. Introduction of non ViaSat products into the Client?s inventory is not an option. Any alternative solution will cause immediate and long-term network instability. Complete system reconfiguration for all [confidential information] activities and subordinate commands will be required if non-ViaSat products are acquired. The requirements are for the Department of Army, Headquarters, 5th Signal Command, Transmission Systems Division. Please include all requirements on quotations. No partial quotes. All Bill of Materials Items specify Brand Name requirements. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation is based on lowest cost to the Government. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted.
