- NASA/GSFC has a requirement for a tunable laser as the seed source for an Yb fiber amplifier optical parametric oscillator (OPO). This tunable seed laser in combination with the OPO allows the generation of tunable infrared laser light. The following specifications are required: - Tunable Range: 1055 nm to 1075 nm - Output power: 4 mW minimum guaranteed across tunable range - Real time wavelength tuning at rates in excess of 200 Hz over more than 30 GHz optical frequency bandwidth - Linewidth: <300 kHz - Mode hop free operation guaranteed under tunable range specified above - IEEE 488 computer interface for wavelength and power control - Single mode fiber output with coupling efficiency (expected between 30% to 40% from external cavity laser) NASA/GSFC intends to purchase the items from New Focus, because New Focus is the only manufacturer of a tunable laser in this wavelength range that meets the above requirements. The Government intends to acquire a commercial item using FAR Part 12, and Simplified Acquisition procedures, as set forth in FAR 13. The authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. Interested organizations may submit their capabilities and qualifications to provide the tunable laser, per the above specifications, in writing to the identified point of contact not later than 4:30 p.m. local time on June 30, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
