- NASA/JSC hereby releases a pre-solicitation synopsis to procure Safety and Mission Assurance Support Services. This potential contract will require support in the fields of safety, reliability, maintainability, and quality within JSC and outside JSC at vendor manufacturing/engineering facilities. Support will be required for: <B>1. Programs ?</B> Space Shuttle Program and International Space Station Program S&MA tasks <B>2. Projects ?</B> JSC GFE, Payloads, and other items processed on-site <B>3. Independent Assessment and Integrated Supplier Assurance Management ?</B> Evaluation and status of technical and process issues and concerns; evaluation of government suppliers <B>4. Future Programs, Assurance Methodologies, and Special Processes ?</B> Future Programs and Projects, new technologies, EEE Parts, Government-Industry Data Exchange Program (GIDEP) / Acute Launch Emergency Reliability Tips system (ALERTs) <B>5. Institutional Safety and Quality ?</B> Operation of Receiving and Inspection Test Facility (RITF) and S&MA support to White Sands Test Facility NASA/JSC plans to award a single Cost-Plus-Award-Fee Contract with a 3-year base period of performance and 2 one-year options. Information pertaining to this requirement was previously posted under Request for Information (RFI) number NNJ-BJ4-JKC-5-001L. The information can be accessed by visiting the S&MA SSC Website at http://prod.nais.nasa.gov/cgi-bin/eps/synopsis.cgi?acqid=113052 . The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 541330 and $23 Million, respectively. This acquisition will be conducted as a Full and Open Competition with a 25% Small Business Subcontracting Goal. All responsible sources may submit an offer which shall be considered by the agency. NASA/JSC plans to issue a Draft Request for Proposal (RFP) for the Safety and Mission Assurance Support Services Contract (S&MA SSC). The anticipated release date of the Draft RFP is on or about June 16, 2005 with an anticipated due date for questions and comments on or about July 11, 2005. A Pre-Proposal Conference is tentatively planned for July 6, 2005. The anticipated release of the RFP is on or about August 12, 2005 with an anticipated offer due date of on or about September 29, 2005. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
