- Description
- The United States Special Operations Command (USSOCOM) located at MacDill Air Force Base, Florida is searching for companies with the capability to provide a commercial Amplitude Modulation (AM) transmitter as a replacement for those currently used to support the Psychological Operations (PSYOP) Broadcast System (POBS) mobile AM broadcast requirements. The medium-wave (MW) transmitter must be frequency agile, 100% solid state, and required to be tuned and operated in the commercial AM band (535-1705 kHz), in both 9 kHz and 10 kHz steps. The operator must be able to tune the transmitter to a new frequency within one hour. The transmitter must be compliant with the following U.S. and international standards: Federal Communications Commission (FCC), National Association of Broadcasters (NAB), Electronic Industries Association (EIA), International Standards Organization (ISO), International Telecommunications Union (ITU), and the European Broadcasting Union (EBU). Construction and fabrication should meet common electronics industry standards. The transmitter must operate into a broadband antenna at VSWR of 2:1 or greater at full power. The transmitter shall have built-in protection for overload, AC input line for surge and transients, and operate for an overall efficiency of 80% or greater. The power requirements are 120/208 VAC, 50/60 Hz, 3-Phase. The transmitter must be modular in design so that the same model will meet both transit case and vehicle-mounted configurations. The modular units of the transmitter each must be of a weight and dimensions to conform to MIL-STD 1472F for 4-person lift requirements, and all units must fit into standard 19-inch equipment racks. The transmitter shall operate in ambient temperatures of 0-50 degrees C, humidity of 0-95% and up to altitudes up to 10,000 ft. All transmitter controls, indicators and components shall be marked for identification. Set up, tuning, operating, and troubleshooting procedures must be the same for all configurations. The current AM transmitters operate at 2.5 kW (transit case configuration), 5 kW (HMMWV configuration), and 10 kW (AT3 air transportable trailer configuration). Specific information desired is a documented capability and ability with systems similar to or analogous to an AM transmitter in a Government-Off-The-Shelf/Commercial-Off-The-Shelf/Non-Developmental Item (GOTS/COTS/NDI) environment meeting the above requirements with special emphasis on scalability and modularity to: a. support multiple users geographically dispersed and a trained military third-party sustainment (maintenance, repair, spare parts installation, logistics, training, field technical support) organization, which is charged with 24/7 phone/internet world-wide technical support and timely on-site technical support; b. provide total turn-key life cycle support to include design, develop, and produce (or build to specification) the specified AM transmitter, while controlling and maintaining quality, cost, and configuration management; c. produce annually at a reasonable cost a minimum of three systems, d. supply and support a military third-party sustainment organization charged with the responsibility to establish, provide, conduct, and perform preventive/corrective maintenance including depot level; e. develop, provide, conduct, perform, and manage hardware and software configuration control for both fielded systems and systems in the production line; and f. develop, provide, and maintain logistics and technical documentation and support including conducting operational and maintenance lifecycle training for a military third-party sustainment organization. The following specific documentation is requested: drawings, specifications, slick sheets, corporate literature, performance characteristics, and any other data that would demonstrate ability to build, deliver and sustain the specified AM transmitter; anticipated delivery times; rough order of magnitude (ROM) of unit price for potential for purchases from 5 to 20 units over a six-year period; and Warranty Provisions. Additionally, operational data on actual use of your components, subsystems, or systems (military, government or commercial), any certifications or approvals (military, government or commercial), description of system, subsystems, or components, and any pictures if available is desired. Data shall be marked following the guidance of Federal Acquisition Regulations (FAR), Part 27 and Department of Defense FAR Supplement Part 27. Data with restrictive markings will be handled in accordance with the restriction thereto and the aforementioned regulations. A response to this announcement is not a prerequisite for participation in any future program should such a program develop. Also, data provided will not be used to qualify prospective offerors for any future solicitations. USSOCOM will not pay or provide reimbursement for any costs incurred in the preparation of or delivery of the requested information. Information provided will not be returned.
