- The Postal Service is seeking Qualification Statements from construction companies wishing to be pre-qualified for award of a Fixed Price Contract for design-build construction at the USPS Southern Maryland Processing and Distribution Center/Bulk Mail Center. The facility is located at 9201 Edgeworth Drive in Capital Heights, MD. Primary factors to be considered are background, past performance, experience, financial stability, capacity to perform, and safety. Qualification Statements will be evaluated by qualified personnel selected by a USPS contracting officer. All firms will be notified within 60 days of receipt of their Qualification Statement as to pre-qualification status. Contractors selected as being the most qualified will be placed on the pre-qualification list for this project. A Request for Proposal will be issued to prequalified firms at a later date. DESCRIPTION OF WORK: The work includes upgrading the existing central cooling system and electric service in a phased schedule. The existing Automatic Temperature Control (ATC) system will be replaced with Energy Management Control System (EMCS); a BACnet compliant Direct Digital Control (DDC) System that incorporates electronic microprocessor controls. Consideration shall be given to require less complex construction phasing. Drawings and specifications defining the Scope of Work will be provided by USPS. Total period of the project will be 540 calendar days. Estimated cost range is between $13,000,000 and $16,000,000. MINIMUM REQUIREMENTS: To be considered for prequalification: the company must be financially capable; have five (5) years experience as a construction company with design-build experience; and have two (2) completed or ongoing projects within the past five (5) years, one of which must be a design-build construction project for USPS or a government agency. Comparable projects are defined as ?design-build construction work of mechanical systems, carried out in phases, while keeping the existing operations least impacted during construction.? The scope includes associated electrical systems work and incidental structural and architectural work.
