- 1. Position Title: President?s Emergency Plan for AIDS Relief (PEPFAR) Program Coordinator. 2. Market Value: GS-14 Equivalent ($76,193- 99,053). Final compensation will be based upon the candidate past salary history and work experience. 3. Place of Performance: U.S. Embassy, Kampala. 4. Period of Performance: An initial two year contract with an option for an additional extension depending on continuance of need, demonstrated performance and availability of funds. 5. The PEPFAR Program Coordinator position requires a highly qualified and experienced individual with exceptional skills, the ability to foster team work, strategic thinking, and also understand the technical requirements to achieve the PEPFAR goals in Uganda. Education: Minimum: Masters degree in public health or a related field. 6. Experience and knowledge: At least five years of experience working internationally in the design, implementation and evaluation of HIV/AIDS programs. The ability to perform at a senior level must be demonstrable with success in leading the development and implementation of successful HIV/AIDS policies and programs. Experience working on HIV/AIDS in Africa and preferably in Uganda. 7. Skills and Abilities: Ability to foster teamwork and to work on a team. Strong HIV/AIDS technical skills. Excellent writing skills. Ability to craft and effectively give presentations. Excellent communication and leadership skills. Introduction: USAID Uganda seeks to hire a U. S. citizen to serve as technical and coordination leader for activities funded under the PEPFAR in Uganda. The PEPFAR Coordinator is expected to work independently taking initiative under the general supervision in the framework of the PEPFAR five-year strategy and the Inter-Agency management framework. He or she will work closely with all named members of the USG PEPFAR Country Team. This individual shall be supervised by the Deputy Chief of Mission. The incumbent shall take direction from both the Chief of Mission and the DCM. The primary responsibilities include facilitating communication between and among the various USG departments and agencies involved in the Emergency Plan, liaising routinely with the Office of the Global AIDS Coordinator (O/GAC), ensuring proper coordination and communication between the PEPFAR country team and the various coordinating bodies in Uganda including the National PEPFAR Advisory Committee, the Global Fund, the Ugandan AIDS Commission, the Ministry of Health and the various donor - Government of Uganda consultation bodies. The Coordinator will play a lead role in ensuring that Uganda is fully responsive in submitting its annual Country Operational Plans, semi annual and annual reports and other documentation as required by the O/GAC. In addition, the Coordinator will provide advice and counsel to the COM and DCM on all matters related to HIV/AIDS in Uganda. The PEPFAR Coordinator shall: 1. Liaise with the Office of the Global AIDS Coordinator and particularly with the Ugandan Country Coordinator and his or her team named by O/GAC. 2. Liaise with the COM/DCM to provide adequate direction to the USG PEPFAR Country Team on key developments, new activities, policy issues and consultation with senior Ugandan Government officials and other donors. In addition, the Coordinator will inform the COM/DCM of any policy or program issues, new developments, successes and constraints to achieving the program goals. 3. Liaise with named representatives of the USG PEPFAR Country Team (Department of State, Center for Disease Control, USAID, Department of Defense, the US Army Medical Research Unit, Peace Corps, National Institutes of Health) on communication with O/GAC, develop the Country Operational Plan (COP), report to O/GAC, monitor program results, develop presentations on the program and ensure coordination of program activities. 4. Liaise with the Ugandan National PEPFAR Advisory Committee, the Ugandan AIDS Commission, the Ministry of Health, the Global Fund, other coordinating bodies and USG implementing partners as necessary to provide consistent information on the PEPFAR program and to ensure that PEPFAR is complementary to national HIV/AIDS efforts. 5. Facilitate development of the annual Country Operational Plans and implementation of a unified PEPFAR Program for Uganda that makes the best use of the comparative advantages and competencies of participating USG agencies, achieves maximum results related to the PEPFAR goals and GoU objectives for HIV/AIDS and is optimally responsive to the needs of Ugandan citizens at risk or infected with HIV. 6. Convene, chair and disseminate and retain records of regular meetings and decisions made of the USG PEPFAR Country Team. 7. Report on and assess progress of the Uganda PEPFAR program in achieving its goals. 8. Manage and obtain technical support in regard to PEPFAR coordination, reporting and implementation. 9. Support efforts of USG agencies to engage new, especially indigenous, partners and to build Ugandan capacity to sustain the results achieved under PEPFAR. 10. Other duties as assigned.
