Description
The U.S. Agency for International Development (USAID) intends to award a sole-source contract to Organon NV for approximately 14 months beginning on or about October 25, 2005 at an estimated price of $3,000,000 - $4,000,000. The contract will enable USAID to receive 3,000,000 - 4,000,000 vials of Megestron from the manufacturer for USAID-supported family planning programs. The availability of an injectable contraceptive is an essential element to the continued success of USAID-supported family planning program. USAID has selected Megestron because it meets basic requirements for supply. Megestron is a three-month injectable contraceptive of DMPA (Depot Medroxyprogesterone Acetate) comparable to Depo-Provera, which is distributed to USAID- support family planning programs worldwide. This product has been approved by a stringent regulatory authority; it is approved for use in Europe and many other countries by the Medical Evaluation Board in Amsterdam, which in Holland is the equivalent of the U.S. Food and Drug Administration. Megeston is available for immediate delivery in USAID?s public sector presentation which bundles the DMPA with auto-disable syringes and sharps disposal containers. This product has been registered in approximately 35 countries in which USAID currently supplies DMPA and is available at a low public sector price. Megestron will provide the Agency with an alternative injectable source to provide supplies to family planning programs that USAID currently supports. The authorized source and origin code for this procurement is 935 (any country or area excluding foreign policy-restricted countries). USAID intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all statements of interest received within thirty days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
