- THIS IS A SOURCES SOUGHT NOTICE/Request For Information (RFI). In accordance with Federal Acquisition Regulation Part 10.002(iii) the U.S. Coast Guard is conducting Market Research to determine the existence and interest of possible sources to provide a CO2 / Nitrogen Life Raft Cylinder Charging System. The charging system should meet the following general requirements to be considered: 1) Must be capable of filling an 800 cubic inch cylinder with 3.06 lbs of CO2 and 5.7 lbs of nitrogen.; 2) Must be a tandem system which pumps liquid CO2 from a standard 100-pound bottle and transfers nitrogen via a cascade arrangement, both utilizing the same filler hose.; 3) The system shall be pneumatically powered, operable from 100-120 psi.; 4) The system must include a scale for monitoring the weight of gas being transferred to the cylinder. The scale must have a suitable cylinder-restraining device to prevent the possibility of the cylinder tipping or dropping and becoming a missile hazard during servicing.; 5) The unit should be compact and wall-mountable.; and 6) All fittings, valves, etc shall be stainless steel or other corrosion-resistant, high strength metal to withstand 5000 psi and industrial service. Interested companies are encouraged to respond to this announcement as soon as possible. Responses should include a) Name and Address of Contractor; b) Cage Code; c) Point of Contact including name, title, phone and email address; d) Equipment Specifications, Options, Descriptive Literature, Brochures, Price Ranges, and should include if the item is of a type customarily available in the commercial marketplace, of a type customarily available in the commercial marketplace with modifications, or used exclusively for governmental purposes; e) state if Manufacturer or Distributor of the product; f) state whether the business is currently classified as Large, Small, Small Disadvantaged, 8(a), HubZone Small Business, Woman Owned, Veteran Owned, or Service Disabled Veteran Owned in terms of the NAICS code; g) GSA Contract information if applicable, and other information that provides the U.S. Coast Guard with a more accurate picture of the potential marketplace for any subsequent requirement. The NAICS is 333912 and the small business size standard is 500 Employees.
