- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Envirotech Sensors, Inc., of Columbia, Maryland, for acquisition of professional services to provide testimony and all required written communication and attendance at hearings, in support of NIST?s application for renewal of its Nuclear Regulatory Commission (NRC) license.***** Envirotech Sensors provided a report last year on the meteorological conditions in the vicinity of the NIST facility, which was submitted to NRC with NIST?s license renewal application. The firm is therefore uniquely qualified to attend NRC licensing hearings addressing the report and provide further responses and documentation with respect to that report.***** The period of performance shall be one year, plus four (4) one-year option periods.***** No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 20, 2005, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****See Numbered Note 26.
