Description
The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to solicit and negotiate with only Coonamessett Farms, 277 Hatchville Road, East Falmouth, MA 02536 on a sole source basis to investigate the behavior of sea turtles around scallop dredges and in areas where scalloping has recently occurred. This investigation requires the use of underwater cameras to visually identify sea turtle behaviors in and around scallop gear. The contractor will try to attract turtles by using scallop viscera and scallop fishing activity to observe the turtle behavior relative to the scallop dredge. The Contractor must utilize a commercial vessel fishing off its limited access Days At Sea under the general category provision of 400 lb daily maximum catch in an area that has reported turtle takes and dense scallop concentrations. There is a request to National Marine Fisheries Service (NMFS) for an exception from returning to port between trips, a provision of the general category permit. The vessel must be sufficient in size to safely accommodate the gear and the researchers for this study. The contractor shall provide Scientific Data Collectors who are readily available and capable of working on commercial fishing vessels. The Scientific Data Collectors shall be trained in data collection procedures. This training shall include species identification, subsampling techniques, proper methodology for recording catch, ship and gear data. The data shall be recorded on National Marine Fisheries Science Center (NMFSC ) approved data sheets. A final report shall be submitted to NMFSC no later than 30 November 2005. The final reports shall be delivered electronically in journal format. The period of performance shall be 01 July 2005 through 30 November 2005. Gear research and development to reduce sea turtle interactions requires the involvement of experts with experience working cooperatively with industry on the specific fishery and gear type of concern as well as experience utilizing underwater cameras on scallop dredges. Coonamessett Farms has a history of providing experts for these services. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. The applicable NAICS number is 541690; small business size standard is $6 million annually. Interested persons may identify their interests and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within fifteen days after publication of this synopsis. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to provide required services. The solicitation, notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (Fed Biz Opps) site at www.fedbizopps.gov/. No paper copies will be issued. No telephone, facsimile or written requests will be accepted. When the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The solicitation will be issued as a commercial item acquisition on or about June 17, 2005. Offerors must have valid DUNS Numbers and be registered in the Central Contractor Registration (CCR) database. Numbered Note 22 applies.
