Description

The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), National Geophysical Data Center (NGDC) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Humboldt State University for the following: 1) quality review and update of the Pacific basin in the NGDC Historical Tsunami Database for events affecting the West Coast of the United States; and 2) develop a framework study of the socio-economic impact of a Cascadia tsunami in the Crescent City, California area. Period of Performance shall be July 5, 2005 through March 31, 2006. It is the Government?s belief that that Dr. Lori Dengler and her group are uniquely qualified because they posses the knowledge, experience, and expertise with historical tsunami data and this project requires expertise with the NGDC database and extensive background knowledge of tsunamis in general. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Anticipated award date will be July 1, 2005.
