Description
The Channel Islands National Marine Sanctuary Requires a contractor to facilitate collaborative research among scientists and stakeholders. The contractor will involve a variety of groups and agencies to conduct a Request for Proposals process that will solicit research, education and outreach activities that involve stakeholders. The period of performance is July 1, 2005 through September 30, 2005 BACKGROUND In April 2003 the California Department of Fish and Game implemented a new network of Marine Protected Areas (MPAs) in state waters within the Channel Islands National Marine Sanctuary. The ongoing management of these MPAs requires monitoring of biological changes in areas that are within, nearby and distant from the MPAs. The California Department of Fish and Game and CINMS, with input from representatives from recreational and commercial fisheries, the scientific community, conservation groups, government agencies and the general public, has developed a set of monitoring recommendations for the new MPAs. These recommendations include involving stakeholders in collaborative research that provides scientific data needed to evaluate MPAs. Projects are needed that will involve stakeholders in collecting information on commercially and/or recreationally valuable species in the Channel Islands region. A program to facilitate stakeholder involvement in collaborative research was developed by the Channel Islands Sanctuary Foundation (CISF). The CISF, a 501(c)3 organization, was established to support the management, research and educational goals of the Channel Islands National Marine Sanctuary. The CISF created an innovative program of collaborative resource assessment, research and protection called the Collaborative Marine Research Program (CMRP). The CMRP is based on a partnership of local marine researchers, commercial fishers and the regional resource management agencies (National Marine Fisheries Service (NMFS), California Department of Fish and Game (CDFG), Channel Islands National Park (CINP) and the Channel Islands National Marine Sanctuary). This partnership investigates resource management questions of interest to the participants. Fishermen participate in a variety of program roles including project selection, as paid researchers and other appropriate roles. The program simultaneously collects needed resource information in a cost-effective manner and builds excellent relations between marine stakeholders. This notice may represent the only office notice. This is a simplified acquisition. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
