Description
The contractor working with the Commercial Law Development Program (CLDP) will provide technical assistance to the Government of Bosnia and Herzegovina (BiH) on World Trade Organization (WTO) issues to further BiH's accession process. The Contractor will provide general guidance on the obligations of WTO membership, including all annexes, and how the obligations relate to the BiH trade and commercial regulatory system. The Contractor shall assist in developing a training plan for GOBiH and provide advice on WTO issues including but not limited to trade in goods, services, investment issues, intellectual property rights, standards, government procurement and state trading. While some work will be performed in the U.S, the Contractor will be required to travel the BiH to implement training programs and consultation. The duration of the contract is for twelve months with (2) one-year option periods. The government reserves the right to exercise the options. The contract is expected to commence on or about June 2005. Award will be a Time and Material contract and the procurement method shall be a competitive negotiated Request for Quote (RFQ). Source Selection Procedures, as identified in FAR PART 12 Acquisition of Commercial Items, shall be utilized in the selection of the offer that is most advantageous to the to the Government based on the factors contained in the solicitation.
