THIS IS NOT A SOLICITATION ANNOUNCEMENT AND IS NOT A REQUEST FOR PROPOSAL AND DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. The purpose of this SOURCES SOUGHT Synopsis is to determine interest and capability of potential qualified Small Businesses, (including certified 8(a) firms, HUBZone Small Business; Service Disabled Veteran-Owned Small Business firms; Small Disadvantage Business Firms) with North American Industry Classification Code (NAICS) 541511 to perform "Development of Web-Based Documentation and Epidemiological Statistical Resources for the NIMH Collaborative Psychiatric Epidemiology Surveys (CPES)." Please note that large businesses do not need to reply to this sources sought notice. BACKGROUND: The purpose of the proposed performance-based contract is to develop web-based documentation, merged datasets, and statistical analysis resources appropriate for large-scale epidemiological databases (including statistical weighting procedures required for multi-study sampling frames) for the NIMH Collaborative Psychiatric Epidemiology Surveys (CPES). These datasets will be used for combined survey analyses performed by the CPES project team; for NIMH specific reports; and as a resource that other investigators may access and analyze. Once created, the products will be made available to public data archiving agencies for ongoing use and maintenance. AGENCY: The National Institute of Mental Health (NIMH), one of the National Institutes of Health (NIH) in the Department of Health and Human Services, is the Federal agency charged with supporting and conducting research related to mental and behavioral disorders. Recognizing the need for a current, comprehensive description of mental health and its correlates in the United States, the NIMH initiated a series of cross-sectional psychiatric epidemiology surveys to collect data from nationally representative samples of over 20,000 adults. These studies are intended to be a rich resource for data on population and geographic variations in mental health; co-occurring alcohol, drug and substance abuse; service use patterns; and barriers to treatment. This initiative was accomplished using a U01 Cooperative Agreement mechanism to join 3 minority focused (African American, Latino and Asian American) projects -- the National Survey of American Life and the National Latino and Asian American Study -- with a broad psychiatric epidemiology survey (the National Comorbidity Survey- Replication) resulting in four (4) separate datasets. These studies are known collectively as the Collaborative Psychiatric Epidemiology Surveys (CPES). The CPES is intended to provide prevalence estimates of mental disorders, and information on mental health and service use disparities within and among races and cultures and will elucidate the association between various risk and protective factors and the development of mental disorders. Two design features of the CPES -- the use of complementary sampling procedures and the use of a core questionnaire -- were deliberately constructed to facilitate the ultimate creation of a combined dataset that would allow deeper levels of analysis on a greater number of research constructs. Retrieved from: http://www.hcp.med.harvard.edu/wmh/publishedpaper_kessler_design.pdf It is the goal of this contract to create a web-based system that provides the following: instant access to variable descriptions and response frequency tables from each of the surveys; translations into five languages; mechanisms to download data for analysis; mechanisms to combine data from multiple studies using appropriately constructed statistical weights that account for the complex sampling designs of each survey; demonstration programs for applying design corrections and algorithms; development of an FAQ window for analysis questions; and ultimately, creation of an on-line analysis system that is capable of tracking user requests, questions and analyses and a library of publications based on the CPES data. INTERESTED ORGANIZATIONS need to evidence ability to successfully perform the following: 1. Understanding and knowledge of the CPES studies to include their design and variable structures; psychiatric disorder algorithms and hierarchies; procedures for creating sampling weights and post- stratification weights to be used when combining data from the studies; and knowledge of epidemiological study designs, sampling frame methodologies, and statistical analyses that are required to provide appropriate analysis resources for integration of multiple large-scale epidemiological data sets. 2. Independently obtain permission to access the individual datasets from the CPES studies from the U01 Steering Committee. 3. A demonstrated track record in multilingual codebook and dataset preparation and in removing all pertinent identifiers that could lead to deductive disclosure of individual subjects. 4. Use standard programming language that is readable by standard word processing (Microsoft Word or Word Perfect) and/or statistical software packages such as SAS or SPSS. 5. A demonstrated a track record in creating on-line analysis systems (like that of the CPES data system) that are responsive to the data needs of the NIMH and the general research community.
