Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Reference number F1C3465110A100 is hereby issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2001-24, Effective 19 Jul 2004. This is an 8(a) Competitive acquisition and is under North American Industry Classification Standards (NAICS) code 238910 ? Site Preparation Contractors, with a size standard not to exceed $12,000,000.00. Basic requirement: Services Non-Personal, Site restoration: The work covered by this contract consists of furnishing all plant, labor, materials, tools, and equipment necessary in performing all operations in connection with the transportation and remediation of stockpiled contaminated soil and providing top soil, grading, seeding and watering for approximately 12,000 sq feet of excavated area by facility 26210, Fuel Receipt Filter Separator Pad, in Andersen AFB?s POL yard #1. A SITE VISIT IS SCHEDULED AT ANDERSEN AFB, GUAM 96543-4040 ON 23 June 2005 AT 9:00 AM LOCAL TIME (GUAM). Please RSVP via email to albert.sampson@andersen.af.mil NOT LATER THAN 22 June 2005, 12:00 Noon Local Time (Guam), with the first and last names of everyone attending the site visit. On the day of the site visit, an escort will be waiting at the main gate and will depart promptly at 9:00 am local time (Guam). Please arrive early enough to get a temporary pass issued if needed. Once the escort departs, no one will be available to escort any late arrivals. A Firm-Fixed Price purchase order will be issued in writing. Department of Labor Wage Determination 94-2147 Rev 24, Guam/Northern Marianas, is hereby incorporated into this solicitation and any resultant Purchase Order (also available electronically, by FAX or e-mail, or by mail from the POC). STATEMENT OF WORK 1. PRINCIPAL FEATURES: The work covered by this contract consists of furnishing all plant, labor, materials, tools, and equipment necessary in performing all operations in connection with the transportation and remediation of stockpiled contaminated soil and providing top soil, grading, seeding and watering for approximately 12,000 sq feet of excavated area by facility 26210, Fuel Receipt Filter Separator Pad, in Andersen AFB?s POL yard #1. 2. SCOPE: In general, the principal features of the work are outlined but not limited to this paragraph. 2.1 Transportation of approximately 100 tons (85 cubic yards) of stockpiled contaminated soil from the area west of bldg 26203, the Fuels Management Branch offices, and east of bldg 26229, the Refueling Vehicle Maintenance Shop to an on-island decontamination facility. The contaminated soil was stockpiled on and under plastic sheeting at that location to await transportation. 2.2 Decontamination of the soil is to be accomplished at an EPA approved on-island treatment facility unless a more economical alternative, EPA approved, process or destination can be provided. Receipts for the transactions must be submitted to demonstrate appropriate disposition. 2.3 Top soil equivalent to the amount of soil remove is to be provided to fill the excavated areas around facility 26210, the fuels receipt filter separator pad. Approximately 12,000 sf of surface around the facility needs to be filled and graded to restore the conditions existing prior to the fuel release which necessitated removal of the contaminated soil. 2.4 Seeding and watering of the furnished top soil for 30 days (duration is negotiable based on best value to the government) is required to establish a new growth of grass in the area affected by the fuel release. 2.5 (Optional Item) Remove approximately 115 sq yds of asphalt pavement along the south side of facility 26210, re-establish compaction of the base course, dispose of the asphalt debris and replace the removed portion of asphalt pavement with new asphalt with the quality and thickness of the adjacent pavement. Disposal of the asphalt debris will be at the Andersen AFB landfill or other appropriate location at no cost to the government. All aspects of the removal and replacement will be accomplished by the contractor. This bid item will be accomplished if sufficient funds are available. 3. FIELD MEASUREMENTS: The Contractor shall verify all measurements at the site and shall be responsible for dimensions and quantities pertinent to this contract. 4. AVAILABILITY OF UTILITIES: All reasonable quantities of water and electricity will be made available to the Contractor without charge, if they are available at this location. The area where this work is located is remote and may not have either water or electricity available at a service connection point that is usable by the Contractor. 5. CONTINUED USE OF FACILITIES: All contractor operations must be coordinated with the using Agency. The Contractor shall not start work before 6:30 a.m. each morning or continue work past 5:30 pm each evening without permission from the Contracting Officer. All utilities shall remain in operation during the work unless specifically approved by the contracting officer. Adequate notice must be given to the users affected so as to prevent damage or loss to government operations and facilities. 6. EXISTING CONDITIONS: It is recommended that prospective bidders examine the site prior to submitting a bid. No additional payment will be made for extra work required by obstacles which were in place and clearly visible at the time of bidding. 7. CONTRACTOR DAMAGES: Areas not identified to be removed/worked under this contract that are disturbed or damaged during this contract shall be restored at no additional cost to the Government.
