Description
NOTE: THE FOLLOWING SOURCES SOUGHT IS BEING ISSUED IN SUPPORT OF PRESIDENT BUSHS SMALL BUSINESS INITIATIVES. IT SUPERSEDES ALL PREVIOUS SOURCES SOUGHT. PREVIOUS INFORMATION SUBMITTED WILL NOT BE CONSIDERED. SOURCES SOUGHT: This is not a request for proposals. Department of the Army, Defense Contracting Command-Washington, on behalf of the Office of the Assistant Secretary of the Army, Manpower and Reserve Affairs (OASA (M&RA) is conducting a sources sought in accordance with the Federal Acquisition Regulation (FAR) Part 10 to determine the extent of Small Business participation and capability to perform a requirement to obtain a wide range of Advertising Services entitled United States Army Advertising Progr am. The NAICS code for this procurement is 541810; the size standard is $6 million dollars. Small Business contractors are encouraged to submit capability packages for the Statement of Objectives (SOO) found at the following website: http://dccw.hqda.pe ntagon.mil/services/RFP1.asp The capability packages shall contain detailed information of all elements in the SOO. Capability statements should include a detailed description of your experience and that of your potential subcontractors, (if available) a nd your companys financial capability as related to the SOO. The estimated value of this program is $1.3 billion dollars over five (5) years. The intent is to issue one (1) solicitation with award to one (1) full service marketing communications agency. The requirement is for five (5) years: two (2) year base with three (3) one (1)-year options. It is not the intent of the Government at this time to breakout the SOO in smaller segments; however, if your company is unable to perform all the requirements of the SOO, provide information regarding what portion of the requirement your company can perform. Small Business teaming arrangements are encouraged per SBA relaxed rules of affiliation, 13 CFR 121.103. Identify your company small business category as applicable. Capability packages are to be sent electronically to Pamela.Monroe@hqda.army.mil the size limitation for all electronic submissions is 1MB in size.
