- The U.S. Army TACOM Life Cycle Management Command located in Rock Island Illinois intends to negotiate on a sole source basis with Kutak Rock LLP of Washington, DC for support to assist in a scoring effort and validation for the Midwest Regional Oper ations Center (MROC), an Arsenal Support Program Initiative for FY 2005, in accordance with OMB guidelines as set forth in OMB Circular A-11. This notice is neither a request for proposals nor an invitation for bid. However, all information received by close of business on 24 Jun 2005 will be considered by the Government. Information received will only be considered for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to to compete this prop osed contract action based on responses to this notice will be entirely at the discretion of the Government. No formal solicitation package is available. The Government will not be responsible for any costs in the preparation of responses to this announc ement.
